questions about making a NPC

The part I am confused about making a NPC is that does it cost from your Character's OM or is it the level you selected for thw NPC example I choose the NPC to be a level 5. The NPC's OM  would have the same amount of a level five character and I use that OM for his moves and ect.?

Making a prime NPC doesn't cost anything to the player, asides from using one of their two available prime NPC slots. You can only create prime NPCS that are level 5 and lower, until you reach level 6 yourself. So if I create an NPC the most OM I could use for their powers, proficiencies, moves, etc is 28,999 which is 1 OM away from level 6.

Secondary NPCs are much more nebulous since they don't directly have a level, but generally primes cannot create secondaries stronger than themselves. They also don't need to have a character sheet with proficiencies, moves, etc. The cost to summon these are generally hand waived unless you're trying to create an army or something absurd.

Thanks for the reply, the other question I have is do they need a introduction in the Omniverse once they are approved?

Nope. But all primes do start off in the Nexus and hear the spiel from Omni. That doesn't mean you need to make a nexus thread for them, as you can start writing them as if they've been in the Omniverse for a while. Same thing for secondaries, except they don't necessarily start in the nexus.
