Would wall crawling (ie. being able to adhere to and climb up walls with no equipment) be required as a Move, or just rp fodder?

We've had a wall climbing move approved in the past. It's allowed under the stipulation that it would require constant focus, so heavy-hitting moves would require you to let go or fall off. Check out Ururu's Chakra Walking for an example.
EDIT: I just double-checked and apparently it's not so much constant focus as energy drain over the time it's used. So there's that.

You don't need flight for it in Camelot, Coruscant, or the Dataverse. Otherwise you'll need it.

So not sure if this has been answered already. If I wanted to update my NPC Prime Dama, get her new moves and powers and make her level 10 like Guu, do I just re-submit her to NPC One Stop Shop like I did the first time?
I'm assuming that's the case, but I'd rather ask than make a fool of myself... again.

I'd say it's included since you'd be sharing a brain, though the person you're fusing with has the right to not allow a 'full read' and it's best practice to ask your buddy first.

If I wanted to make asriel Transform IC permanitly into Asriel dreemurr do I just need to give them shapeshifting and a alternate form or do I need to make a completely new character? (depending on the answer I may completely toss flowey and just bring in Original game Asriel)

If the new appearance you want also comes with a stat change, then you'll need an alternate form.
If the new appearance is very minor (e.g. a hair colour change or something like that) then you can probably get away with having it as fodder (just ask first).
If the new appearance is something that fits the rules for shapeshifting, then you can do that and have it permanently. However, note that for shapeshifting:

You're going from kid form to "adult" form, right? As Dane said, if you're going for a drastic stat change, you'll need an alternate form. If it's a permanent cosmetic change (as I think it is), it's something that can br hand-waved (but still let Staff know before you do it). My personal suggestion would br to make the God Dreemur form into a Powered Up Form. Makes sense since he tends to drop in and out of it in game.

So, I have a blind NPC Prime who requires Basic Enhanced Senses to see. He also has Growth. So my question is- if he can only "see" for twenty meters in every direction, and grows to be 100 meters tall, will he only be able to "see" a short distance around his head? Alternatively in the growth description it says:

Would this increase in 'reach' also apply to Enhanced Senses in this case?

Reach means physical reach.
as for enhanced senses, I'm going to say 20 meters around your body.

No. You can't have two of one character. That'd be like a new player trying to join as Mewtwo or Aragorn (who both already exist in the OV). Or you summoning Repliku (yourself) as a secondary (although I guess you might get away with having a clone for an assist or something).
An exception would be having multiple Stormtroopers or some like that (but even then they're still different people). That said, if you want two identical secondary characters and have a reason for it, try seeking approval in the NPC thread maybe. Don't expect a yes though.
Furthermore, you can't write a character as being in two places at once or anything like that.

If your talking about same character. There is a storyshift chara and Glitchtale chara around though glitchtale chara is a player prime. I think the rule is that the character cant be in the same continuity so two chara's cant be around from the original game if there historys align.
