Gomu Gomu Artillery (Physical Strength, Ranged Proficiency, Elasticity)
Luffy pulls any one of his limbs back, building up tension like a rubber band, then releases with a snap effect in order to create more powerful strikes. Can be performed at short to long range, however doing so does not increase nor decrease power. While stretching, his limbs become momentarily vulnerable as they are an easier target. (300 OM)

Infriga (Requires Ranged Materialize, Remote Control, and Debuff Proficiencies) (300OM): This spell can be used without a focus. When so employed, Harry creates a small cloud of fog nearby; the cloud is a 3-foot cube. The fog freezes into a solid block of ice on command, no faster than a second after its creation and no slower than six seconds after its creation. The fog is stationary; it's a visual manifestation of Harry's magic, not an actual bank of fog, and so it is unaffected by high winds. When the freeze is triggered it completes instantly. The ice lasts for ten seconds or until shattered, and shattering the ice does not harm the contents of the block.
Infriga, Forzare (Requires Ranged Attack Proficiency) (300 OM): Actually two spells used to achieve one purpose; Harry uses Infriga to create a soccer-ball sized sphere of ice on the end of his staff before using Forzare to propel it forward. The result is a soccer-ball sized hailstone firing forward at high speed with all the kinetic energy that implies. Its effectiveness depends on how well Harry can aim it, but this is not a very energy-intensive spell and it can be used fairly quickly in succession.

I purchased the Area Shield Proficiency, so I have Improved the Proto Shield to act as a full-frontal guard/tower shield. The italics indicate added/altered verbiage.
Proto Shield - A metallic shield generated much in the same way as the Proto Buster. The shield can soak damage up to a point before it breaks and dematerializes, rendering Proto Man unable to generate another for around five minutes. The shield is designed like a tower shield. The shield can be planted into the ground, and it will cover all of Proto Man from frontal attacks. There is a visor in the middle so he can shoot from behind it, but due to he shield's size and weight, he cannot move as quickly if he is using it, which makes it ineffective in high-speed combat but very effective for long-range exchanges. The shield is designed specifically for physical and generic energy attacks, and it will last for half as long against elemental attacks as the material isn't coded in that manner. (O OM)

Ice Born: (300 OM) Born of the Ice Nature , Jack has the Ability to be able to manipulate Ice and freeze water. He can turn simple still waters into layers of ice and with great concentration even try to freeze running rivers of such with the use of his power. He can use this to create little platforms of ice. Has no effect against water-type attacks of Primes or anything like that.

Thundara (Ranged Proficiency, Area Attack Proficiency, Debuff Proficiency) - 300 OM
A powerful lightning elemental spell, Thundara is executed by first choosing a target (enemy or object) somewhere within a 20 foot range; without one, the spell cannot be executed. Likewise, Vincent must have use of his hand to perform the technique. After charging the attack for a second or two, Vincent points his hand in the direction of the target and discharges a powerful bolt of electricity at the foe. Upon striking the enemy, the attack may jump to surrounding enemies in close proximity (~3 feet); any addition foes struck divide the attack's damage by that much between the foes (i.e. an additional foe will halve the damage, 2 will third it, etc.) Thundara also has a chance of stunning the victim for a few seconds, with the stun duration falling as more targets are hit. If Vincent is too close to the target (a foot or so from the casting hand), the attack can jump to him after hitting the foe, delivering the expected damage and stun. Thundara is quite powerful and rather costly; it is out of the ordinary to see it cast more than a few times in succession.
Blizzara (Area Attack Proficiency, Debuff Proficiency) - 300 OM
Blizzara consists of a burst of icy energy radiating out from a point of contact. If Vincent is simply standing still, the spell originates from where he stands, though the attack is usually executed by striking a surface (wall, ground, a foe's face) with the user's hand, elbow, foot etc.. Blizzara's range is confined to the 15ish foot blast area, with anything outside this range merely feeling a cool breeze. Those caught very near the user are frozen for a few seconds or until struck, while those farther away are merely slowed. The nova can be executed on the fly, nearly instantaneously. As a result, this attack is very draining to use quickly in succession and is most often used for crowd control.

Protect (Requires Shield Proficiency) - 300 OM
Similar to Shell in use, Protect serves as an impediment to damage. Unlike Shell, Protect is restricted to a single target, most often the user. The spell coats the user and whatever clothing or items they may be holding in a translucent protective barrier tight to the user's skin, serving to nullify damage taken. The barrier itself can only sustain a certain amount of damage before wearing off, with heavier attacks breaking the guard faster than weaker attacks. The target may move while under Protect's effects, though this will weaken the shield. Protect cannot be recast on the same target for a few minutes.
(Requires Buff to cast on another target)

Shell (Area Shield Proficiency) - 300 OM
A defensive white magic spell, Shell creates a translucent dome over the user, encompassing a diameter of around 10 feet. Its protective attributes are effective against ranged attacks like missiles and spells, though useless against melee attacks. Weaker, rapid-fire attacks are blocked without much effort while stronger attacks increase the cost mana cost of maintenance as well as the risk of losing concentration. The spell requires the user remain immobile and is useless against Super Moves, which obliterate the dome and strike the user full-force. Shell's duration is essentially as long as Vincent can provide a mana source and maintain concentration. Though he is able to utilize weaker attacks like Cerberus, this detracts from his focus and weakens the shield. This being the case, he does not normally use the spell for longer than a few minutes at most.

Psi Burst - 300 OM
A relatively weak burst of Psionic Energy used as a defensive measure to buy a couple seconds of time. It lacks damaging power as it is meant to simply knock someone or something off their feet and backwards. From an offensive perspective, Sarah might use it to probe the defenses of an opponent, or temporarily break through them in order to unleash a more powerful technique.
The actual telekinetic force emitted, spans out from Sarah in the direction she is facing, and requires little to no conscious effort. Useful in a bind but not in causing any lasting harm. Its range is the immediate 3 or 4 feet in front of herself. Although the blast may be visible to the naked eye, only the pressure applied is felt by the target, while the purple and blue swirls left-over evaporate into nothingness.
This Technique can only be used once a Battle.

Leaf Shield (Green/Gray) - A leaf-shaped buckler that generates over Proto Man's wrist/forearm. Unlike the Proto Shield, the Leaf Shield allows Proto Man to maneuver and use both of his hands while defending himself. Just like the Proto Shield, the Leaf Shield will shatter once it takes enough damage. Much like its historical analog, the Leaf Shield is designed for deflecting and parrying blows, and thus, it is most effective in hand-to-hand combat. Proto Man can use it to defend against long-range attacks and projectiles, but this will greatly reduce the 'lifespan' of the shield. Once broken, the shield will dematerialize, and a new one cannot be created for five minutes. (300 OM)

Ice Time (Debuff) -- 300 OM
Part of Kuzan's body -- usually his hands or lower arms, but any part of his body will do in a pinch -- begins to ice over and crystallize, a process which takes several seconds to prepare. He then proceeds to grab or otherwise touch an enemy, causing them to slowly but surely begin to freeze. For weaker targets, they will likely be frozen solid within mere seconds, whereas more powerful targets, such as most Primes, may only be encased in ice and capable of breaking free with enough effort. Regardless, the freezing process is very painful and jarring, often leaving victims with the affected body parts numb and slowed even after they have freed themselves.
Ice Ball (Debuff, Area Attack) -- 300 OM
Spreading his arms out to either side, the air around Kuzan takes a sharp drop in temperature, tiny flakes of ice glinting around him, before he throws his arms forward, crossing them one over the other, releasing a sphere of supercold air forward. The ball of icy air is roughly two meters across, and travels forward for roughly ten meters, covering that distance very quickly, leaving the ground under its path covered in frost, and any creature that is struck by the ice ball is flash-frozen, encased in a thin layer of ice. Even weaker targets may potentially break out of this prison, but the chance to catch multiple targets at once is the tradeoff for its weaker freezing powers.
Both of these will, of course, require Debuff Proficiency at least, I would assume. If they're both good to go, I will buy that along with these moves. And now just something for flavor, that I don't think would require OM.
Ice Over -- 300 OM
With but a thought, Kuzan can cause anything he touches to ice over with a layer of frost, leaving behind frozen footprints if he loses focus, or even freezing a path over water to walk on or ride his bicycle across. With active focus, he can freeze larger bodies of water, such as sections of rivers or small lakes, to create pathways for others to cross on, though the process isn't that effective on rapidly-moving bodies of water or extremely large ones without a great deal of focus, effort and energy.

Compound Recurve bow with a quiver of twenty arrows (300):
A quite complex to make but easy to use bow that can fire at a fair range mounted or on foot however remaining stationary greatly increases accuracy. The quiver contains twenty arrows tipped with steel bodkin heads and fletched with goose feathers, making them quite accurate and easily able to deal quite a bit of damage to an unarmored foe however if the foe is armored the arrows lose effectiveness quite rapidly. Each arrow takes a good five minutes a piece to make while the bow takes a solid hour of unbroken concentration rendering mid battle repairs and restocking of arrows nearly impossible. In other words he only has twenty arrows per fight if he doesn't recover them mid fight

Move: Force (Ranged, Area Attack Proficiency) - 300 OM
One of the simpler divine miracles practiced by clerics all across Lordran and the surrounding lands. After one second of channelling, during which he must remain stationary and which is signalled by a white glow that briefly envelops his body, Ornstein projects a spherical shockwave of kinetic force from his body with a two-meter radius. While too weak to inflict any injury, especially against armoured foes, this sudden shockwave is enough to shove them well away and even topple them over if they fail to brace against it. This miracle is not meant to wound enemies, but simply to clear space for the caster to move in.
spirit magic technique: resonant blast (Ranged Prof, 300 OM)
Resonant blast is a straightforward attack that fires an orb of condensed spiritual energy. Shiro begins by absorbing spiritual energy around himself, causing his spiritual body (a white wolf when astral projecting and simply a white aura radiating from his body when not astral projecting) to grow slightly. After around three seconds, Shiro then fires a ball of energy about the size of a baseball. The spheres are fairly powerful but incredibly draining to use in rapid succession.

Dirty Harry Revolver (Requires Ranged Proficiency) (300): This is a Smith and Wesson Model 29, with the long barrel. It's less a handgun and more a hand cannon. Harry's gun is almost exactly like the one featured in the old Clint Eastwood movies. The gun holds six .44 caliber bullets and is effective at short-to-medium range. It has the advantage of not requiring any magic to get going, and it's resilient enough that Harry doesn't hex it into uselessness by being nearby.

Ice Block: Pheasant Beak -- Tier 1 Offensive Super Move -- 600 OM
Kuzan's most-recognized attack, and the one that gave him his alias during his time as an Admiral. Heralding its use, his entire right arm is frosted over with a thin layer of ice, as he slowly lifts it to point his fingers at his target, like some four-barreled gun. Taking a moment to condense the air and ready it for rapid freezing, he calls out the attack's name and launches a massive bird of ice, its wingspan wider than Kuzan himself is tall. Covered in sharp spikes of ice, moving extremely quickly and carrying a great deal of weight, it tends to crush and smash aside anything unfortunate enough to be hit, only stopping after travelling roughly twenty meters, or when hitting something sturdy enough, at which point it explodes into shrapnel.

Barrier Beam (600) (Ranged, Area Shield)
A physical energy barrier projected from the barrel of Samus's arm cannon. It takes the form a translucent green wall that curves outwards from the beam. It takes about a second to activate, and Samus cannot move or use any other beam weapons while it is active. It can be expanded either to a partial or whole sphere (roughly three metres in diameter), though this dilutes the power of the barrier. It is possible to push through the field physically, but this burns in the same way that any other energy-based weapon does. It is most solid when focused into a smaller area, though this obviously leaves Samus most vulnerable to being attacked from the side.

A/C.D.C (Alternating Current Discharge) (300 OM))
Requires: (Ranged Proficiency, Area Shield Proficiency, Area Attack)
Vitruvius becomes a super conductor, his body internally shifting to generate a massive output of electrical energy. He requires both hands held palms facing each other to create an alternating current, charging up for several tense seconds before his body overloads with electricity. Once his palms either touch each other, or he touches a person or object, the discharge envelops Vitruvius or whatever he's attached to, creating a massive ranged (4 meters in diameter) electrical field. Should anyone be in the field not touching Vitruvius, there would be a painful shockwave as they're pushed out of the shield's range. The strength of the shield isn't impenetrable, capable of blocking small projectiles before weakening or one concentrated blast that would instantly disperse the current, possibly damaging Vitruvius in the process.
Tier One Offensive Super Move (600)
HZE Ion Blast
(Ranged Proficiency)
Using his body to ionize the atoms around him, Vitruvius' internals systems power up and generate enough electrical output to create a rare grouping of particles known as HZE Ions, which is a component of Galactic Cosmic Rays. When fully charged, Vitruvius will literally set the air around him on fire from electrical discarge, sparking a massive pulse of Cosmic Rays that can only be described as a clash of purple and blue hues. He can direct it from his hands, torso, mouth or eyes however it is susceptible to an event called "blooming". The further the beam travels, the weaker it gets, losing power in huge leaps until it dissipates completely. It's not a particularly thick beam, but when it hits, it feels the way a freight train hitting a human would look.

(300) Sashimono (Physical Str)
Among Yoshimitsu's outfit is a wooden pole bearing a banner. Don't try wondering what the banner says or looks like, somehow Yoshimitsu is able to have a different looking banner whenever he shows up. He most commonly uses it as a means of smacking people with it during his battles, though he never removes it from position, just manages to spin or twirl and hit people.

Guu Punch: (Requirement: Physical Strength, Ranged Proficiency, Malleability) (Fluff) Basic stretchable punch developed from years of beating up idiots.
Stomach of Holding: (Requirement: Malleability) (300-900 OM) Guu's stomach is a sub-dimension where she can store an infinite amount of objects without encumbering herself. if the object is bigger than her mouth, she'll stretch her head out to fit like a snake. When she needs to retrieve something, she'll reach into her own mouth and pull it out again.

Limitations: If hit hard enough to be sent flying or an opponent hits her hard in the stomach, she'll cough up the last two items she swallowed (or if she swallowed any item(s) that belongs to the opponent, she'll cough them up specifically.) She currently can only eat inanimate objects no bigger than your average pony mount. She can't eat buildings or anything that's attached to the ground.
Edit: Artefacts stored in her stomach still drops when she dies.
