Strictly speaking they don't need or usually have any stats listed unless you'd like them to help out in a saga/judged fight. In that case they'd be an Assist and the points you can work with would depend on which tier of Assist you have. If you'd like to have some stats listed for fun, you can do 10 if you'd like (Retane has a gallery in his Roster with these values), but I'd go with 5 as that's the baseline for tier-1 assists (which is what I assume you're probably thinking of).

Does an Alt form have the same szie restrictions as your base form? Or is it free of them like other Transformation forms?

If a character were to instead of using their actual arms to block/counter an attack, use their mind and a pair of "Mental limbs" to the exact same effect, would that require a move? Or can i chalk it up to being the way said character represents their Physical Strength.

With your own arms, it's not guaranteed to block all damage, I don't think we'd make yout create a move unless you wanted to completely nullify damage (with your own arms)

With telekinetic limbs it would require a move as it would be similar to a shield.

Word from Omni is that there's not a height limit on Alternate forms, up to the height limit on Growth. So I guess you have a 100 meter height limit.

Any form you like. Typical forms would be anything more 'liquidous', like any kind of actual fluid, sludge, or masses of sand, dense vapors and the like. Only actually turning into things like hordes of small animals or insects or something would require Shapeshifting.

As Ditto has a number of moves that are similar in effect but have different flavours, as long as I mention it when submitting moves, is it fine to have different skins for them to thematically match the Pokemon? For example, I have Scythes which is mainly for Scyther, but Leaf Blade as a move functions identically, it just takes the shape of a leaf (in Grovyle's case, it hangs from the forearm, but otherwise is the same). Similar stuff for Energy Ball/Focus Blast.

In rules it is stated that you need to have earned 8k OM to be eligible for a second character. It means that you need to have 8k in Earned OM or that you need to have actually received 8k (thus having ~13k in Earned OM) for your writing?

Obviously with no use for any sort of advantage, barring a possibility of having it as an Assist.

You need one circle per person you wish to Banish. There isn't a "hard" description on what the banishing circle looks like or works, but as soon as the winner of a fight is decided t can be used. If you choose to RP that as a ceremony or something, it can take as long as you want. If you want it to be instant, it can be like a portal and just suck them in. The major aspect of the circle is that it works as written, and the rules of it can't be circumnavigated to create other effects or cancel or amplify the intended effect of its use.

You need 8k Earned OM.

The first "No." from the FAQ in this instance is the joint answer to both questions. So in short, to your own question, it's a no.

To be slightly more detailed: assuming the multiple personalities of a given character aren't two entirely separate characters in and of themselves, it should be fine. Multiple bodies, or anything along that line, no.

There are plenty of people who have interactions with other NPCs, and even have a secondary or two as a permanent companion. Tartaros, for example, hangs out with a puppet version of Mr. T.

If those secondary characters or companions do literally ANYTHING in combat though, they count as an Assist. Even having them do things like shout out warnings or the like might be a bit of a "fuzzy" issue, so it's something you have to be careful with.

There are also SUPER DUPER weak things that people can summon as a Move instead of an assist, like Raal's Raise Dead:

The legacy of the orcish necrolytes, and a favorite of Raal's, this skill has changed to reflect Omni's own whims and no longer requires a corpse. Raal may use this spell to summon a weak undead warrior near him. These creatures are weak and lack any true combat skill, but are controlled remotely by Raal and can be deceptively dangerous, capable of slowing down enemies and performing an unliving shield against anyone attempting to get close to Raal. They are capable of using basic weaponry, such as swords and bows, but do so with all the grace of an untrained peasant, and about the same level of physical strength to boot.

Compared to a prime, the average undead is very weak, with a prime being more than capable of destroying any undead with a single casual strike, and due to their weakened muscles, they're incapable of doing any serious damage to primes without repeated clean blows. Any undead using a bow is limited to merely thirty feet of range due to their physicality.

The undead take roughly five seconds to fully summon, which takes the majority of Raal's concentration. He can direct his other undead during this time but must stay rooted in one place, palm facing the ground, and cannot move, cast spells, or make any use of his enhanced senses until he is finished. Attempting to do any of these for a split second will stop his spellcasting and cause him to lose the energy he was using to summon the undead. Being physically struck will also cause his spellcasting to fail, regardless of if he was moved or distracted by it.

The undead are a small drain on Raal to summon, each one requiring a small amount of his energy to initially summon, though none to maintain. Actually controlling the undead requires a degree of concentration; as he must control them manually, it makes it more difficult to move, aim or generally focus on other attacks. This effect is more pronounced as he summons more undead; directing ten undead requires his entire concentration, leaving him unable to move or do almost anything else.

At maximum, Raal can summon ten undead at once. If he attempts to summon more than that, one of the undead he is currently controlling will simply shatter into dust, before it's remnants fade away.[/spoiler]

In regards to the talk of NPC's and secondary's: My character has a spirit that resides with him, can't go more than a few feet from his location, sees what he see's ect...would that count for anything or would I be free for said character to stay with them since they are only their for giving a bit of flavor to the character and later might become an assist when I can buy it.

If it's an autonomous entity, it's a secondary.

You may choose to make it an Assist (thus allowing it to aid you/fight with you in combat) later on if you so desire

Assuming you were to jump very low to the ground (essentially springing straight ahead in a low arc), you'd cover about the same distance as a max height super jump. For anything between complete horizontal and complete vertical leaps, just use your best judgement. The max height listed holds true for merely jumping straight up, obviously if you want to go farther horizontally, you should expect your vertical height to decrease the farther you leap.

Could higher-level super moves be used to simulate consumable items? Say have a utility Super Move that creates an Isolation Verse for five minutes, or a banishment circle for a few seconds?

Potentially, it would be taken on a case-by-case basis though and there might be heavier restrictions on it.
