To continue our discussion from chat; when it comes down to it as long as you're within the rules you play your character how you want. For example, Trixie may be a Sith Lord/ARC Trooper, but she cannot use any basic force abilities that one would expect a force sensitive person to have. Push, Pull, etc etc. The only one she has is a single blast of improved lightning. My old character Vad (a low class Sayian) couldn't use external energy blasts or any sort of external energy. The only thing he had was his aura and the ability to telekinetically control metal which he formed into blades around his arms. Those were character designs I chose to make it more interesting for me to write.
If I'm understanding you correctly (Ururu) you want to create an energy source for you to pull from.
So the move I was talking about would be something like: [Disclaimer: These are crude ideas to convey thoughts. These are not going to be polished gems as I'm exhausted lol]
Chakra -
A ninja's life blood. Everything a ninja does or aspires to do requires Chakra to function. Without it you're not much use on the battlefield even as a ninja! Though her Chakra stores may be quite hefty they are not infinite and require replenishing. If one does not have enough Chakra to function one cannot use ninjutusu, genjutsu, or even some taijutsu. Chakra is used to apply your stats directly to your abilities. If one wanted to use a sword you could empower the blade with your chakra giving it your ATK stat. Chakra can be infused into your shoes to allow you to sprint at your full SPD stat. Infusing Chakra into a jacket could make the jacket have your DEF stat. Etc etc (You get the idea.)
That would establish an energy source for your character that would be strictly limited by your stats within the rules, but up to you to manage in the narrative. So even if you were never fatigued or at a loss for Chakra you'd still be within the rules and within your stats to be considered fair play.
Then you could make an ability called:
Chakra Re-Charge
By focusing on your inner self you are able to restore and replenish exhausted Chakra reserves. You enter a meditative trance that empties your mind and relaxes your body. The chakra flow through your pathways is increased and the rate at which you regain that which is most vital to Ninjutsu is increased. (Depending on how you word this it could be fast or slow)
Then you could start creating moves that require the move Chakra to function.

Thats what I was originally going for, and that'd be ideal. But unless I misunderstood Minato, it won't work really beyond RP fodder since there is no dedicated energy mapping system beyond SP and there shouldn't be.

Yeah, but if that's the case; just because it doesn't work beyond RP fodder doesn't mean you should abandon how you want to write your character. As long as the system is present in the narrative and your writing then the person reading it will be forced to account for your characters fatigue or lack of Chakra in their head. Which is a mission accomplished.

To be fair there are so many variants to chakra ( mana, innocense, dying will flames etc etc) if you were to include all of those things...it will become kind off confusing.

Yeah.
Magus draws his power from a horrible plane of existence made up entirely of negative energy. He turns it into nifty whizz-bang magicky stuff. If he were somehow cut off from it, it would make sense that Magus might not be able to do whizz-bang magicky stuff until he fixed it. There's nothing in the rules that says I need to do this or whatever, but it's fun.

Well I was hoping to equate it to like running out of ammunition and having a rapid summoning move to produce more ammo only you know slower. and you know, Magicky.

That's perfectly possible. Two of my moves are blasters that have ammunition limits. You just need to figure out how you want to do it where it's enjoyable.

That just gave me an idea, tying it to extracting OM from the atmosphere and converting it into chakra since they are essentially one in the same.

Exactly. Omnilium can be whatever you want it to be straight from Omni's mouth. So have your character turn it into Chakra. You can even use your earned Omnilium as a gauge for how much Chakra you can pull out of your OM.

The problem is, you're equating things like weapon ammunition to the fatigue/ exhaustion state of a prime. They are both two different things.
Ammunition for guns can be hand waved and potentially infinite. what comes into play when using weapons that require ammo is the reload time/ summon time of the ammunition.
A prime being Fatigued due to fighting is completely different

Couldn't you bridge that gap by making the summoning process strenuous on the Prime attempting to convert Chakra?

What if it doesn't remove fatigue at all? Even after extracting chakra they're still just as tired as before and hey can only function equally as well to before. But they are paying for any further techniques using a different source.
Sure if they are given sufficient time to process it afterward they might feel more refreshed than they normally would have but at the moment it would be like a dehydrated man being able spit after taking a big drink of water. They're going to still feel dehydrated and probably sick but they have water on hand that they can use for things other than feeling better.

Ururu is trying to come up with a move that would negate the fatiguing effects of a fight.
Your character fights > your character gets tired > your character uses move to negate fatiguing effects of battle > Your character is no longer fatigued
The Problem Ururu has encountered is, we don't have a system set up that measures your characters energy levels an expenditure beyond common sense role playing (I wouldn't Role Play Minato as using 10 Consecutive Rasengan without him feeling some form of fatigue).

What if we took off the removal of fatigue away completely? IE she still gets tired doing the physical action but the magical action is story wise comes from a secondary source and since it has to be done and prepped before hand so its not like I can go back to it repeatedly get better and better. It'd be spending some RP time resting to get a discount later which would still result in a loss just not as much of one since all of this is pretty much subjective to begin with.
Would that qualify?

Okay so instead of confusing this any further with metaphor and my horrid descriptive skills I just hashed out a basic concept:
The times are open for change I just threw something out there to give you a sense of what I was going for.
Chakra Mining
Cost: 300 Om
The user takes a comfortable position for meditation and begins extracting omnilium from the area around them at a constant rate while converting it equally into a generic form of chakra. As this chakra was not produced naturally the user will not feel refreshed until after they rest nor are they restoring their stamina as they cannot convert it back into such. This results in the user being just as tired before as they are after, as the meditation interferes with normal recuperation for its duration.
It takes up to three minutes to collect enough power to fuel more basic techniques, ten minutes for advance moves, and no less than an hour to completely restock a supply of chakra. The main advantage with this technique is that while user fuels any chakra based skills with this, it will allow them to focus whatever remaining stamina they have on physical exertions alone until either they collapse or run out of the gathered chakra.

Kinda sounds like the move would allow you to 'over-extend' yourself in combat in the short term in exchange for a meditation time. That's an interesting idea and I feel like it really comes down to balancing. RPing yourself as performing something like this for a personal story or other non-competitive situations seems completely fine, as does saying your stats come from chakra control, but when you start using this to bypass downsides from other moves I can see an issue. Would kinda unbalance the game if you could mitigate limits in sagas and fights by sitting for a few minutes (I.e. Minato spamming Rasengan until exhausted, meditating, spamming again). This basically seems like speeding up the process that Primes naturally perform when not in combat. Maybe the OM cost or a longer meditation time balances this but it seems a little gamey to me.

With what Kakashi is saying, it seems like a neat idea. I would even be willing to pay for a Super Utility for something akin to that.

It's not an advantage...
It's a stat representation move. How in any way is that an advantage? It's not altering any stat. It's giving RP Fodder a mechanic just for her character. To compensate you'd literally have to just type in your chair like normal.
