Character name: The Bandit With No Name
Character source: Original/Endless Dunes
Character history:
The Bandit With No Name was created by an unknown Prime in the Endless Dunes, as a Secondary. Without a name, a purpose, a history, memory or any equipment, she forged her own path in the unforgiving sands. She joined Sledge’s gang near the Vault, but when Sinestro assaulted their compound, she made it her own personal mission to destroy him. Sadly, her story did not end as she had hoped.
In her final act as a secondary, she made an attack on Sinestro and his deputies, and died in the process. To her surprise, she was reborn at the Fountain by Omni, though she does not know why.
Her true story begins now.
(It is currently unclear if she is the “same” person as she was when she was a Secondary, or if she is a new prime given the now-dead Secondary’s body and memories.)
Physical Description: (originals only)
The Bandit has very dark skin, long, black dreads, and a scrapped together suit of anachronistic armor with spikes and several glowing ports of energy. She wears a pair of large dark green cargo pants with several pockets and straps holding up additional pouches and containers. She wears a simple white grease-paint skull over her face, and ritualistically applies it before combat, or expected combat.

Starting Proficiencies:
Physical Strength – 1000 OM
Ranged Proficiency – 1000 OM
Area Attack Proficiency – 600 OM
Starting Powers:
Super Speed – 1000 OM (for later use with Truck)
ATK Stat Increase – 1000 OM
Starting Moves:
AER9 laser rifle – 300 OM
This laser rifle hails from the Fallout universe, and fires pulses of red energy. It has a maximum firing rate of one round per second. As with all energy weapons, the AER9 can suffer from poor performance if not properly maintained. The crystal arrays and non-mechanical components are delicate and if not properly serviced can lead to a loss of beam intensity, overheating, and energy regulation failure.
Steel Armor – 300 OM
The Bandit’s mish-mashed steel armor covers her fists, toes, shins and forearms. She uses the metal coating to jack people up. With her limbs. KA-POWWWW.

Interesting concept. I'm not sure if we've had anyone turn their secondary NPC into a Prime before, but it's quite awesome to see it happen.
That said, your app needs some revisions. Your spent OM currently exceeds the 5000 you have available; specifically, your current Spent OM is 5200, so you'll need to either change or remove something. Also, you'll need to add the laser rifle's effective range.
Lastly, I'm not sure you really need to buy Steel Armor as a move. We usually treat armour as essentially a representation of your DEF. And if all you'll be doing in melee is using your fists, that is already covered by the Physical Strength proficiency. Does it have any special or unusual qualities that would make your attacks more powerful or change their nature, such as armour spikes?
EDIT: Also, even though you purchased a stat upgrade, your stat points are still only a total of 10.

Totally forgot the range. The Steel Armor adds to her punches in the same way as brass knuckles would, so I figured it was at least worth mentioning?
EDIT: I also didn't add it cause I figured it would be a sort of "after the fact" thing and that I should mark down her "original" stats first. Thanks!!

Even so, that doesn't really make your physical attacks any different from normal fists and the strength of your punches is determined by your ATK anyway. So you can remove the Steel Armour as a move and just use that as RP fodder, either saving the 300 OM or using it for something else.
