I don't really think that should be something you have to clarify (as the move already says that every second someone is in the cloud, they take damage). But yeah, pretty much.
Sidenote: "Change the environment" stuff aren't automatically excluded from needing debuff. But things like "this area is now damaging" definitely won't need it.

This allows Jack to manipulate projectiles that are headed his way, such as bullets or arrows, but not ones without physical substance such as lasers, fireballs, etc. This also allows him to use metal on his person to create whips that he can use to throttle an opponent, or to climb things. It also allows him to create throwing stars he can hurl at an opponent, or use metal in a variety of other ways. Mostly, it's just a utility move for him.
Helmet:

Alright. I was trying to create a metal manipulation variant of Pyrokinesis to be honest, although I'm going to have to rewrite Ferrokinesis again probably, because of that. As for the Helmet, I'll get to work on rewording it momentarily. Got a few purchases to make, after all.

Yeah. I somewhat guessed you were copying how Pyrokinesis was set up. The problem with that is how metal is a physical object, so instead of creating volumes of fiery pain, you'd be making sheets and lengths and areas of metal - which can be used for a lot more. If you gimme a rough list of the sorta things you want to do, I'll help you out. Maybe like:
>Shields.
>Whip-like things (both hitting people and maybe latching onto them to restrain them).
>Thrown weapons.
Anything else? Besides normal melee weapons, which you already have a move for.

Alright, let's start off with shields and work our way down the list. Also, you don't need moves for armour. Just increase your DEF stat with stat increases. Unless you want temporary armour (like a full body shield that lasts for so many hits/seconds) - which could work fine.
Try writing up a shield move.

Takes him about 7 seconds to materialize the Iron Body on himself.

You can't block *all* damage. Just most at best. Also, you can't make a shield strong against certain types of attacks - making it weak against energy attacks would be an IC choice and isn't considered to be a drawback in the Omniverse.
Anyway, can he move or do anything while creating the shield? Can he do anything after the shield has been created?
This move would cost 300 OM and need area defense.

When he does activate this, it takes 7 seconds. A gun metal gray exoskeleton made out of Iron will form over his body, for his own use. When this forms, it can last at maximum up to 10 seconds. It is capable of blocking most damage that is headed his way. When he is making this, Jack cannot move a muscle, much less attack or defend himself in the slightest. After this is made, however, Jack is free to attack. For the exoskeleton can be used as a weapon by Jack to deliver iron-reinforced kicks, punches, and headbutts.
This is moderately exhausting on the stamina of Jack to use, akin to a light workout.
DOM - Iron Body - Arm Blade (300 OM, Requires Iron Body, Physical Strength):
Should he be unable to hold a weapon, Jack can choose to replace one of his arms with a blade made out of metal that will appear over the hand of him. This takes 30 seconds, and can only be done when he is using Iron Body. The blade can clash with all manner of swords, and that includes lightsabers without breaking. The blade can be used to cut a swath of destruction through vehicles, and generally anything else in his path. The blade does not fade.

S.T. Blaster Pistol MK I - Hold Out Blaster Original (300 OM, Ranged Proficiency):
The S.T. Blaster Pistol MK I - Hold Out Blaster is a device that was created by Jack Spicer as a means of earning income by providing an affordable alternative to some of the more expensive blaster pistols out there. This appears to be made out of a bronze metal. This prototype was the original that Jack Spicer personally hand - made for himself. It takes him roughly 10 seconds during which he cannot move or attack at all, to summon the pistol to his hands. As the original blaster pistol, should this be stolen he could only make a mass produced version of this instead of the original. Each of them can hold 5 shots, before the power pack of the blasters has to be replaced. The blasts travel at 1 / 5th the speed of an arrow. In return these possess the firepower needed to make a sizable pothole in concrete.
Each power pack takes about 7 seconds to make another of. Loading it takes 3 seconds. During this time the person is completely defenseless, unable to move, or do anything at all.

Iron Body: Looks good, but doesn't need area attack (just physical and area defence).

This travels at 1/10th the speed of an arrow. While the blast is slow moving, and could be choreographed from a mile away, it is a powerful laser. Homes in an opponent for 75 feet, but is slow.
DOM - Arm Blade (Physical Strength, Area Attack, 600):
Should he be unable to hold a weapon, Jack can choose to replace one of his arms with a blade made out of metal that will appear over the hand of him. One of the limits of DOM Arm Blade is that it takes him 9 seconds to materialize. It can also only be materialized when he has Iron Body active, because the Arm Blade replaces one of the hands of Iron Body. The sword can be used for wide slashes, or for close range combat.

Amendment: I had a brain fart. Iron Body would only be 300 OM. You're just covering yourself in metal. That's one "thing". You don't need to pay extra to punch people with that mental and whatnot. Sorry for that, I did a dumb. You'd only need to pay extra if the attacks were fancy in some way (like having rocket thrusters propelling your punches or something). (People can hit people with swords, and block with them. People can block with shields, and bash with them. All for 300 OM. Same here.)

Hunter VG (???):
The Hunter VG is a multi-functional tool that was created by James Knight out of supplies he bought on Coruscant. This acts as both communicator, and mobile dataverse device. This also stores the battlecards that make up the basis of his abilities, for the most part, and allows him to utilize them properly.
Not sure how to write this to be an effective item, per say.

Just a random move idea for mid-game Sunshine.
Soft Nimbus (600 OM, Requires Flight, Shapeshifting, Ranged Prof)
Due to her cloud-like body being malleable, Sunshine can actually transform into a genuine cloud, by shifting her body into the shape of a cloud. It can take 3 seconds at minimum for Sunshine to transform into a cloud, and once she is in this cloud form she can let up to two people ride on top of her, like how someone can ride the Flying Nimbus, provided that the combined size of the two isn't greater than 500 pounds. Sunshine can be in this form for as long as she needs to be in, but she can only use her Cloud Phasing move when in this form, otherwise she automatically reverts back to her humanoid form. While in this form, she can fly freely in the air, and capable of transporting people to other places. Being in this form does not require much focus, but it slowly drains her stamina, which can be sped up as Sunshine is attacked more and more.
In addition, Sunshine does have one capable attack while in this cloud form, in the form of launching a bolt of lightning from beneath her. She has to be directly above her opponent in order to try to hit him/her, and once she is in range, she can launch a 5 inch bolt of lightning, that can travel up to 75 feet before dissipating. Unlike her regular Thunder Bolts, these bolts take 3 seconds to launch and cannot be controlled, but in exchange the power of the shock is increased, allowing for Sunshine to cause slight burn marks as she strikes the opponent with a powerful shock. The bolt moves as fast as a bullet, requires focus, and wastes a big amount of stamina from Sunshine when she uses it.

Mega Buster / Dark Buster (Ranged Proficiency, 300 OM):
The Mega Buster is a recreation of the blaster used by Megaman in his timeline. This takes 3 seconds to summon, and 10 seconds to charge up before he can charge the blaster. The blaster requires both hands, and as such, he cannot use other moves when doing this, but is free to move around. The blaster's shot travels at the speed of an arrow, and the blaster does pitiful damage. It's moderately draining on the stamina of James to use this properly. Depending on if he is using Mega Buster, or Dark Buster, the blaster could either be blue and shoot blue energy blasts, or purple, and shoot purple energy blasts.
Thunder (Ranged Proficiency, Debuff, 300 OM):
Thunder is a battle card that James Knight can choose to activate. This takes him about 4 seconds to activate, and he cannot be using Mega Buster when he is using this battle card. The battle card causes a storm cloud to appear above the head of his opponent, and a bolt of lightning will shoot down, striking at his opponent. The bolt does moderate damage. Mildly draining on his stamina, this can be used with other moves, and can be used while moving around. The bolt travels at the speed of an arrow.
Dark Sword (Physical Strength, Debuff, 300 OM):
A relic of the past that was converted by James into a Battle Card. This was once a battle chip, more specifically a dark chip. A blade that is about 5 feet long. The blade is made out of purple energy, and forms over one of his hands when activated. The blade takes up to 15 seconds for him to generate. The blade's debuff is that it causes people to be poisoned by negative thoughts when they are struck by the sword, reducing their courage, and willingness to fight the user.

The video may be outdated, but it gives you a decent grasp on how Skye works.
Skye's Abilities:
Wrist Crossbow (Ranged Proficiency, 300 OM)
Direct Damage
A wrist-mounted energy crossbow that deals 130 damage per shot every .1 seconds. Effective at Short Range. Deals Heavy Piercing Damage at short to medium range and Light Piercing Damage from medium to high.
Details:
- Bolts fly about as fast as an M-16 Assault Rifle bullet on Full Auto for 100 feet.
- Skye has 20 round magazines and infinite ammunition.
- This weapon is better at close to medium range. It loses most of its damage at long ranges and some bolts may even miss the target completely.
Poison Bolts (Ranged Proficiency, Debuff, 300 OM)
Direct Damage
Fires 3 bolts in succession, debuffing the target with Poison and giving Skye a 15% damage boost with her Wrist Crossbow. The bolts have the same range, damage, reload speed and fire rate as her regular bolts.
Details:
- Skye's poison in this move cannot be replicated by other characters.
Smoke Screen (Area Attack, Debuff, 300 OM)
Create a cloud of darkness blocking all enemy vision in or out of it. Gain stealth when entering the cloud. Does not damage enemies.
Details:
- The skill first lobs a pellet that then creates the cloud on impact with a surface.
- The cloud only works for Skye alone and other characters cannot see her inside the cloud or outside until the effect wears off.
- Skye has unlimited Smoke Pellets.
Hidden (Buff, 300 OM)
Become Invisible for 7 seconds. Getting too close to enemy players will reveal you while in stealth.
Details:
- Reloading and using Smoke Screen won't break stealth.
- Can be cancelled early by re-activating the skill.
- There is a distinct uncloaking sound when hidden's stealth is broken or cancelled.
Time Bomb (Area Attack, Debuff, Tier 1 Super Attack, 600 OM)
Throw a bomb that deals massive SERIOUS INJURIES and cannot be blocked.
Details:
- Will detonate after 2 seconds.
- Has a radius of 75 feet.
- Damage output decreases the farther away her target is.
- The fuse won't starts until the bomb lands on a surface.

I won't get right to balancing yet, as I don't know how exactly you want your moves to be (more on that later). Here are some pointers to get you started on the right path though:
- Stick to simpler mechanics. The first thing I noticed reading your move is the terms used, like "ultimate charge", "maximum health damage", "bloom" and "falloff". Unfortunately these mechanics aren't supported in the Omniverse and (to my knowledge) there are little to no working parallels. You can define them, but that'll make it a pain to wrap our heads around those moves. You'll have to cut these things off if you can't think of a good, easy way to translate them into OV mechanics.
To get you started, I'll give you this one: I assume the "damage falloff" in Time Bomb means "damage is concentrated at the center and fades away when going farther". This is an example of simplifying the terms. That way, everyone here can understand what you intend for that move.
- Give us a better idea of how you want your move to go. You'd have to translate what 100 or 3000 damage means. Descriptors like "light damage per shot" or "heavy damage" is a good enough indicator, your stats will say the rest. An idea of how it will hurt will also help, like blunt force for hammers and punches, piercing/slicing for arrows and swords, burning for hot stuff, etc.
As for range, you're gonna have to use real-life measurements. 20 meters will work; 110 "units" will not, sadly. Projectile speed is also necessary, so you might want to specify how fast your crossbow projectiles go. You can do it like "10 meters per second", but something like "fast as a fast thrown baseball" is okay too.
- Still, some things are better left assumed. Headshots don't need to be defined, as it's assumed all projectiles here in the OV are allowed to be aimed at & hit the head. Accuracy also shouldn't be defined, that's up to the stats system (TEC, specifically).
Other specific details for your moves:- Hidden does not need Area Attack. It will, however, need the Stealth power. Even then, you can do the same thing using raw Stealth, so you might just want to scrap this move.
- I don't know if you want Smoke Screen to give Stealth to allies, or for Skye only. If you want it to work for allies, you'll need the Buff proficiency to go along with that.
- Time Bomb can't simply "destroy all shields". What counts as a shield is too vague, and even then instantly destroying said stuff sounds overpowered in OV terms, even for a Super Move. No idea how to fix this, so I'll leave this to the more experienced peeps.
I don't have as much experience, so I might have left out some things. In which case, others will probably cover them. Welcome to the Omniverse!
