After getting A NEW MOVE approved, I'd like to update THIS NPC Prime to this:
Character Name: Shotgun Steve

Shotgun Steve's real name is actually Reginald Bennerton. He doesn't particularly like this name, so he changed it to something he thought sounded cooler... unfortunately, he didn't think of changing it quickly enough; had he done so from the moment he arrived in the Omniverse no one would have even suspected anything, but now many of his allies are aware of his real name, much to his chagrin.
Before coming here he lived on an alternate universe Earth, in which magic other supernatural phenomena were commonplace. As a normal human, though, Reginald was condemned to a life of mediocrity, whilst others went and fought glorious battles and became renowned as great heroes or terrible villains. Good or bad, he hated them all equally.
Ultimately, though, he decided to take his revenge upon them and so found himself a gang of like-minded fellows, bought up as much weaponry as he could, and then went out hunting. For the first couple weeks, things went well; they killed a few weak heroes and lesser villains, and managed to evade capture by their city's police force... but then their luck ran out, and purely by chance, as they walked down a street one day, they bumped into a seemingly ordinary businessman, causing him to drop his phone. He turned out to be an incognito supervillain, who took offence at this and decided to brutally murder them all. Doing so took him just over three seconds.
For some reason, Omni considered Reginald worthy of summoning to the Omniverse. As soon as someone told him the difference between Primes and Secondaries he immediately realised how lucky he had gotten... and promptly forgot all about the normal humans he had claimed to be standing up for back in his own world; becoming a Prime supremacist instead. He now views Secondaries as worthy of being nothing more than slaves... preferably his slaves, if at all possible.
He joined a gang called the Northside Wolfpack not long after showing up in the Omniverse and has been living on Tier Five ever since. He quickly rose through the ranks, yet wasn't at all satisfied, and made no secret of his desire to take his place at its head one day.
His path to realising that ambition hit a slight snag when his base was overrun by stormtroopers and the Prime accompanying them whilst he was out doing something else, and then ran into an even more serious issue when he got himself killed fighting them. He now seeks revenge, more than anything.
To this end he acquired a new, support-based, skill, after encountering a Prime named Arin Lishtar in the Nexus and deciding to combine their power in order to combat his nemesis...
Physical Description:
Steve has tanned Caucasian skin, is fairly tall and has a lean build. He's 52-years-old, and has grey hair which reaches just past his shoulders and is left to hang loose behind his back, as well as a wispy, bedraggled & short grey beard on his chin. His eyes are blue. He most often wears an unbuttoned grey leather waistcoat and a pair of ragged, old, loose white jeans, as well as black, steel-toed boots.

Steve has a huge pile of double-barrel shotguns and ammo for them carted around by his Secondaries. For the purposes of this move, that means he'll never run out of shells and if a gun breaks he can just replace it immediately. Reloading (or replacing) a gun takes two seconds.
Steve is strong enough that he can handle the recoil of a shotgun one-handed, and as such, he can dual-wield these weapons if he wants to, though doing so imposes a significant penalty to his accuracy.
In all other respects these are normal double-barrel shotguns. All his shotguns are 12 gauge and 48” long. They can be loaded with either slug or shot rounds, and can also be used as crude clubs in melee combat if necessary. The two ammo-types are equally strong, but the slugs have greater range whilst the shot has a small AoE: the effective range of slug rounds is 90m and their speed is 540m/s, whilst shot can only go up to 45m and 340m/s. The maximum spread of shot rounds is 50".
Because this move lacks much of a drawback, they don't deal quite as much damage as one would expect from a character with as high an ATK as Steve.
Electron Overcharge: Enhancement [Tier 2 Super Utility] (800) – Approval
(Buff Proficiency)
Steve Focuses on one of his hands for one second, during which time he cannot attack or move faster than walking pace. Over the course of this second, a blue-white luminescence slowly grows around the affected hand, and electricity begins to crackle around it as well. After being charged, he then calls out the word “Enhance!” and touches an ally, and the light vanishes with a noise like a clap of thunder. The ally tenses up for a moment as the electricity briefly courses through their body, before returning to normal.
After activation, this Buff has no lingering aesthetic effects. It slightly increases the strength of the target for one round as their body is driven beyond its normal limits, but its primary effect is to boost their combat skill by shocking their brain into working better. The idea is based on electroconvulsive therapy, but… just… don’t ask how it actually makes any sort of sense. It’s Omniphysics.

Why does this character have to be a prime?

NPC Name: Tia Dalma, Voodoo Priestess
NPC Source: Pirates of the Caribbean
Character History:
Tia Dalma was a mysterious Caribbean soothsayer. A mystic who wields the power of voodoo-like magic, there was more to her than meets the eye. Before she was known as Tia Dalma, she was the sea goddess Calypso, until the First Brethren Court tricked the goddess and imprisoned her into the body of a mortal woman.
A woman of power, Tia Dalma resided deep within the bayou swamps of Cuba, in a sprawling wooden shack perched in a treetop by the mouth of the Pantano River. Some believed that judging Tia Dalma by her humble home was a mistake, as she had uncanny powers to foretell the future, to summon up demons, and to look deep into men's souls. She had devoted her powers to help anyone who needed it. So it was to this mysterious and beautiful mystic that Jack Sparrow occasionally turned to for help, who once provided him with his unique compass. Tia Dalma also had dealings with Angelica, who traded a ring in order to learn the Profane Ritual.
Over the years, the imprisoned Calypso assumed the alias of Tia Dalma. It wasn't until around the War Against Piracy that she gained an opportunity for freedom from her human bonds. Tia Dalma/Calypso needed all the Pirate Lords in order to assemble the Brethren, so they could release her from her human bonds. She resurrected Hector Barbossa and tricked him to retrieve Jack Sparrow from Davy Jones' Locker and summon a fourth meeting of the Brethren. Despite the Pirate Lords not having an agreement, Barbossa took all the Pieces of Eight, the powerful items that had imprisoned Calypso, and then undid the spell that bound her to mortal flesh. Now free, Calypso's wrath became horrible to behold, having discovered Davy Jones' betrayal. The enraged goddess created a massive maelstrom, where a battle raged at the center of it. And it was in that very battle that Davy Jones' heart was pierced and he died.

Receiving the call to the Omniverse, Tia Dalma accepted apprehensively. Traveling to the Omniverse required returning to her mortal prison, but with that concession came the promise of great power. Seduced by that promise, Tia Dalma entered the Omniverse and entered the Vasty Deep soon after. Many in the Verse came to recognize the latent power of Calypso within Tia Dalma and sought her as an ally in their petty squabbles. Tia Dalma, uninterested in the affairs of mortal men, soon retreated to one of the Verse's outlying islands, keeping in sparse contact with a few sea captains and adventurers who kept her apprised of significant events, and continued to hone her crafts of healing, scrying, and necromancy.

Zombie Companion (300 OM): Calling upon her latent necromantic powers, after a few minutes of concentration Tia Dalma can raise a human or animal (within 20 yards) from the dead to serve as her companion. In combat, the mindless companion will attack the closest target mindlessly in defense of its master, and cannot wield weapons or armor, performing only biting attacks and clumsy punches. ( This zombie does not cause those it bites to become zombies.) Outside of combat, the zombie is a faithful servant used to perform menial tasks and act as a sentry to protect Tia Dalma's island haven in the Vasty Deep. (Not sure if this should cost 600 OM for the out of combat capability.)
Past and Future (600 OM): By concentrating briefly on a willing host, Tia Dalma can see their past and/or future (Insight/Foresight Powers) in great detail, often discerning details of which the host itself is unaware. In combat or against an unwilling host, this move functions exactly like the Insight power's description and pits Tia Dalma's TEC against the enemy.
Fair Winds and Following Seas (900 OM): The Sea Goddess has an innate control over the weather while near water, able to conjure or quell wind, waves, and dangerous storm clouds to aid allies or impede and attack enemies after several seconds of concentration (Ranged Proficiency, Area Attack Proficiency, Area Defense Proficiency, Debuff Proficiency[?]). In combat, Tia Dalma can conjure a strong gust of wind capable of toppling large enemies over and throwing medium and small enemies several feet. Similarly, Tia Dalma can conjure ten-foot (is this appropriate?) waves to batter large enemies and sweep medium and small enemies several feet along the ground. Finally, Tia Dalma can conjure a rippling storm cloud that unleashes several indiscriminate bolts of lightning, harming both friends and foes caught in their path.
Cure (300 OM): By concentrating for a few minutes to several days (depending on the severity of the affliction) on an ally, Tia Dalma can remove deadly toxins and diseases from her target. (Sadly, Whirda's contagion is too sophisticated for such a simple fix.) This move cannot cure martial wounds, but can cure everything from the common cold to the venom of a deadly serpent to the most dangerous diseases.
Voodoo Doll (300 OM): After several seconds of concentration, Tia Dalma tethers the soul of an enemy to one of several tiny voodoo dolls she carries in a pouch on her belt (Debuff Proficiency, Remote Control Proficiency[?]). While weak, non-Prime enemies are tethered, Tia Dalma can manipulate the doll, causing her enemy to mirror any movements the doll makes. Poking the doll with needles will cause sharp pain in the affected area but does not deal lasting damage or create open wounds. Against enemy Primes this move functions similarly but its effectiveness depends on the enemy's TEC.
Healing Stream (300 OM): Tia Dalma conjures a constant stream of healing energy for as long as she concentrates on an ally (Healing Power, Ranged Proficiency).
Calypso's Maelstrom (Tier 1 Offensive Super Move, 600 OM): Tia Dalma conjures a massive maelstrom thirty feet across, quite similar to a condensed hurricane. Enemies near the maelstrom will be sucked in by its powerful winds and tossed like a ragdoll while skeins of rippling electricity shock and burn them and freezing rain pelts them. The maelstrom lasts just twenty to thirty seconds unless there is a water source to sustain it, whereupon it lasts up to a few minutes.
Powered-Up Form:
Tier 1 Powered-Up Form - Calypso Unleashed (1,000 OM): Tia Dalma becomes enormous in this form (Growth Power), towering several stories tall. Sustaining this form for more than several minutes causes Tia Dalma to crumble into thousands of tiny crabs (Hive Mind/Disassemble Powers).

Why does this character have to be a prime?
Tia Dalma is a powerful mystic and voodoo priestess, the human embodiment of the Sea Goddess Calypso. Tia Dalma is a character with a lot of room for growth and is a valuable contribution to the Omniverse, while also being fairly obscure and unlikely to be sought by a new member.
What role do they play in your story?
Tia Dalma cares for Whirda after she succumbs to the contagion in the Pale Moors, having her transported to her island home in the Vasty Deep. Using her advanced voodoo and clerical powers, Tia Dalma manages to keep Whirda alive and stave off the full transition into a shade, and seeks to set her on the path to a true cure.
Are they an A, B, or C-Lister? (If you don't know what this means, you didn't read the manual) - if they are original, just put 'OC' here.
I would think she is a C-Lister, but might be a B-Lister. Up to you.

1. You can't create artefacts and give them to NPCs.
2. I wouldn't call some of those Moves basic and would prefer they get a glance over in Move Approval if they're required for the character.

A 55cm sawblade comes out of Bob’s pocket pocket, similar to a switchblade. To trigger this, it takes a button press and a 1 second wait for it to come in or out of the pocket pocket. The blade is strong but can be broken if a prime with an ATK higher than Bob’s DEF tries to snap it and they have physical proficiency. If the blade is broken, Bob just needs to press the button, only it takes 1.5 seconds. It can’t stab but can saw, making it slightly better at cutting off limbs than a normal bladed weapon. It’s very light and can be wielded competently by Bob.

Bob pulls out a modified AK-47 rifle, shooting 6 bullets a second which deal very low damage. It can hold 30 rounds and reloading takes 5 seconds as Bob takes out a new mag from his pocket pocket. It has a holographic sight on it and a grip but still has severe recoil, losing medium range accuracy after 2 seconds of firing.

Bob opens up a pocket pocket the size of the pocket of a pair of jeans and completely absorbs an enemy projectile, still taking 80% of the damage through the movement of the pocket pocket. It can then send the same projectile back at its original speed within a minute of catching it and at a press of a button. Opening and closing the custom pocket pocket (which is just velcroed together) takes up both of Bob’s flippers and he has to stand still for .5 seconds to do it. Bob can spend up to 10 seconds charging a return shot (where he has to stand still), which is announced by a vacuum like sound. The damage will will change proportionally to Bob's charge time, potentially becoming weaker or stronger than the original move strength.
Why does this character have to be a prime? It'd be a bit awkward for them to die in DA and then immediately come back for another round.
What role do they play in your story? Not in my story but for DA and some Coruscant stuff down the line.

Character history: An enigmatic figure, Hisoka is reticient about discussing his past, stating that he has "no interest in it." At best guess, it is suspected that Hisoka was once upon a time an adopted member of a traveling circus. Hisoka's weapon of choice is a set of ordinary French playing cards, which he uses in combat to lethal effects by wielding or throwing them in conjunction with his Shu. The cards have white borders, with a checkered pattern composed by small, light and dark fuchsia squares.
With the aid of Shu, Hisoka can turn his cards into mortal edge weapons or projectiles. He employs them by targeting his opponent's vital spots, generally the throat, but also to incapacitate them by severing their tendons. He can throw them with deadly accuracy and speed, potentially reaching a maximum of ninety miles an hour, consistent with a professionally thrown fastball. Thrown cards begin to lose speed after ten meters, but maintain a straight trajectory until thirty meters, after which they are no longer able to sustain enough speed, and fall. Hisoka's main ability allows him to make his aura sticky and elastic. Its extreme durability, flexibility and adhesive properties make it an exceptionally versatile ability with several offensive, defensive, and supplementary applications. He can activate it from his fingers, hands, and feet. He can attach it both through physical contact and remotely, by extending it towards the target, which can make it very difficult to avoid. He can give it the command to contract at will, and it snaps back with greater force the more it is stretched. It is extremely resilient, allowing it to absorb the kinetic energy and stretch before returning that energy in the direction of its sender, making it an effective defense against projectiles, and can be shaped to any desired length, though it loses more resilience the further it is extended from the body.
Offensively, Bungee Gum can be used to pull the opponent towards Hisoka, or to create flail-like weapons. He can also separate it from his body - most commonly to attach projectiles to his opponent, such as his Shu-enhanced cards, while concealing it with In. The combination of the latter technique and Bungee Gum allows Hisoka to lay multi-layered traps that spring all at once.
Bungee Gum also has a wide range of auxiliary applications. Hisoka can attach it to a solid surface to retreat at extreme speed when the need arises. By using it on his feet, he can adhere to the ground or run on walls. It is also useful for sticking objects in place for traps, or to keep hold of them, even after throwing them. By covering a wound with it, he can instantly stop hemorrhages. By passing his hand over an object, Hisoka can apply his aura to any smooth, flat surface, such as paper or cloth, and manifest imagery on it to change its appearance and texture for deception. He can replicate over one thousand different textures. He has tricked Nen users of the Spiders' caliber with this ability, with none of them realizing he had used it, either by sight or by touch. It can also be applied to pure aura, such as Hisoka's Bungee Gum, to alter his own appearance, and can affect a maximum of a few meters squared of material per application.
Since no aura is detectable once Texture Surprise is active, its effects are also visible to individuals unable to use Nen. Furthermore, entities possessed of Enhanced Senses are able to discern a certain 'fakeness' to things coated with Texture Surprise. (Cost: 300 OM)
Quote:In - In (隱, Conceal) - is an advanced form of Zetsu used to render one's aura imperceptible, effectively concealing it. Unlike Zetsu, however, In does not stop the user's aura flow; instead, it hides it, making it difficult to perceive Nen abilities with any of the five senses. This is even true for those possessing Enhanced Senses - although in this case the effectiveness of In diminishes the closer an observer is to Hisoka's Technique stat. When an Enhanced Senses user matches or exceeds Hisoka's Technique, a nen object concealed by In becomes visible.
Because of its abilities, this technique is used for launching sneak attacks or laying traps, as it can conceal Nen constructs generated with Emission, Transmutation, or Conjuration abilities. In Hisoka's case, he uses In to conceal his Bungee Gum, attaching it to an unaware opponent. Despite its usefulness, however, In is not without cost: the focus required to both cloak and use a Nen ability at the same time is more physically and mentally draining than it would be to simply use the ability on its own.

Quote:Shu - Shu (周, Enfold) is an advanced application of Ten. Shu allows a user of Nen to enshroud an object with their aura, allowing them to use that object as an extension of their own body. For example, one could use Shu to extend their Ten around a weapon, which would strengthen and protect it. Hisoka uses this technique primarily to sheathe his playing cards in his Nen, turning them into deadly weapons (see Weapon: Playing Cards for Hisoka's application of this technique in that case), but it can also be used to create improvised weapons from the environment if the need arises, without having to worry about their inherent durability. This technique allows one to, for example, block a standard sword attack with a plastic spoon, or send weaker fighters flying with a strike from a stick.
The size of items that can be enhanced is, as a rule, limited by the Nen user's proficiency, with Hisoka's ability beginning at the low end of the scale - everyday objects like coins and utensils - and reaching all the way up to two-handed weapons like polearms. The time it takes to coat an object is dependent on its size, as well, with a mere instant required for small objects, and several seconds for large, heavy blades. While larger objects than that are theoretically possible, without being a specialized Nen-type (such as an Emitter) and having training, it is regarded by Hisoka as a waste of time. Even if you could mold your aura around such large objects - like an entire table, for example - it would be extremely awkward to wield as a weapon. And if your intent was to use such an object as a shield, the Nen and time expended could have been easily used to remove yourself from the threat in the first place.
These objects can also be thrown, and retain their coating for several seconds after being removed from contact with Hisoka's aura. (Cost: 1800)
Why does this character have to be a prime?
Hisoka is a sadist that gets his rocks off on fighting (and killing) strong individuals, which could play interestingly if he's stuck in a world where the strongest, including himself, literally cannot die. Also I might use him later, and if he dies in DA, that would be difficult to do if he wasn't a Prime.
What role do they play in your story?
He might not, because I'm making him specifically for DA18. However, as a Nen-user, he could play a role of teacher and antagonist in Belle's personal story down the line.

Character history: When Jason dug his way out of his grave in Gotham City, Jason was taken by the League of Assassins. For about 2 years he was educated and trained by them in various combat techniques. What Ras had planned was to mold Jason into his heir since the one he actually wanted as his heir would not do it. However no matter what tortures they used on Jason he would not follow their orders. After he got badly hurt and became brain dead they immersed him in the Lazarus Pit. For a while he was driven into a blood lust by the pit's effects and attacked Tim Drake, the one Robin he didn't consider his enemy until he was stopped.
Eventually he decided that he would not return to Gotham after that. Instead he went to Bludhaven and started policing criminals in that city, because it needed him more than Gotham did. During one of his missions he got himself badly hurt, and was transported into the Omniverse by Omni. Now he has to cope with a new set of rules for himself, and a new life. What Jason does not know was that he was summoned by Warren Zimmer to the Omniverse, to serve as muscle.
