Or Motoko Kunasagi from Ghost in the Shell. Can't pick a specific moment, just generally badass.

Lists like this are like... always stupid. Because they focus almost entirely on the aesthetic of the characters they tout and not their overall place in the narrative of their respective anime- you can tell easily 'cause they listed Kefla and not 18. Sailor Moon was probably just put on to try and hide that. Regardless, the choices are always super shallow.
