I get the feeling that may be a big contender for the problem you're facing. Image scaling is easy enough, just a google search away.
Is there any way you can reduce the number of frames in the image? It may look a bit stilted, but you could possibly get the file size small enough to work. If you don't like that result, perhaps snip off some of the dead frames, like the lad just staring blankly before nodding his head, or his very simple talking animation.

Yeah, I'm not sure how to remove individual frames. I cropped out the useless edges, scaled it down, and optimized it. I didn't get it to sub 150 kb until I hit 130x130 but that made the quality shit.

ezgif.com is also really good for reducing frames, so perhaps fiddle around with skipping frames in the gif to see how much you can reduce its file size if resizing it doesn't help too much.
