How Would The Empire React?

Okay, so I'm gonna be writing Hijiri doing a whole bunch of stuff in Tier Five, ostensibly on behalf of the Empire, and I'm not clear on exactly how they would respond to whatever he does, so I'm creating this thread as a place to ask those questions as they arise.

And here's the first of them now:
I've recently made a few posts in Coruscant & the Dataverse mentioning an upcoming recruitment campaign Hijiri and my NPCs are planning on running. OOC, these recruits are going to be used primarily to represent the guards of his Base... when I eventually get around to building my own, rather than just living in some random stormtrooper barracks, as he's doing now... and possibly they'll end up being used as Forces as well, once that gets added...

IC, though, I'm still representing them as actual stormtroopers, who will be being hired without official permission from the Empire. Currently my plan is to make the higher ups basically feel like it doesn't matter, because it's just in Tier Five, which they clearly don't care about... but also to make them refuse to pay the new guys, since there was no official permission to hire them (which will be used to explain why they end up being more loyal to him than to the official Imperial command structure; since he's the one paying them). Also, I'm having an NPC do some 'off-screen' diplomacy stuff to persuade her superiors that it's not important... for what little that's worth...

So, is that a fairly accurate way to depict their opinions? Or should I have them immediately arresting my characters for breaking rules? Or something else entirely?

How are you outfitting them? They'd be little more than another gang without actual weapons and armor from the Empire. I doubt the EPD would take kindly to someone proclaiming they're acting on their behalf. Just look at how they responded to Ash being on Tier 5 for a very short amount of time.

I doubt they'd approve of it, obviously they won't pay them, they'd consider them mercenaries Hijiri is hiring. Primes get some leeway but you're a fresh-faced recruit, not an officer.

Not an officer, but not really a recruit either. The Hand of the Empire quest says that stormtroopers will salute you afterwards, which I took to mean he'd be a higher rank than them, so I made him a corporal, since that's the lowest non-private rank.

I figured I'd just write Hijiri summoning stormtrooper gear from OM... it's not like he doesn't already have plenty of samples to copy... since, y'know, he is actually a member of the EPD.

Anyway, Omni didn't specifically say that they'd fire him (or worse), though, so I'm guessing that means they'd just wait a bit to see how it pans out before deciding to punish him... so long as he doesn't start pestering them for money, or whatever.

Both of these questions are relevant to possible events I'm considering for Hijiri's story:

1st) Would private security companies be legal in Coruscant? and if so, would their employees be allowed to carry lethal weapons (possibly after applying for some sort of permit)?
I imagine they most likely wouldn't be on Tier One, since it's basically a dictatorship... but down on lower tiers I'm not so sure... it could be that it would still be illegal and so stormtroopers would have no choice but to attempt to arrest any company doing so... or it could be that it's still technically illegal, but the stormtroopers just have more important things to worry about, so don't bother enforcing that law... or might there even be actual laws that acknowledge that due to lower Imperial presence, it's fine to have your own armed guards?

2nd) If a powerful gang were to start actively hunting down stormtroopers and destroying what few bases/stations/whatever they have in Tier Five... how would the Empire react to that?
Would they immediately send down an army of Space Marines to wipe them off the face of the Omniverse?
Or would they not really care all that much, since it's only Tier Five?

Right now I'm currently trying to get Hijiri Recognition in Coruscant... the only problem is, since I was told that Recognition requires me to actually do something worth recognising (rather than just writing a lot of words, as the Rules page implies -_-), that means I need a powerful enemy for him to fight...

But I don't want to write something too powerful, only to be interrupted by a Storyteller showing up to kill all my bad guys... or later being told I need to retcon it all because the Empire would have dealt with them long before my character got around to doing it...

So that's why I'm asking this beforehand.

1) Perfectly legal on all tiers. Plenty of businessmen would have their own bodyguards and the like, or contract out to security companies. They probably don't regulate lethal weaponry, since this IS the Omniverse and almost everyone has some kind of weapon on them.

2) If a gang were to start killing off Imperial citizens of any sort in large numbers, or squads of Stormtroopers, you can expect Dredd to start sending larger and more powerful squads to deal with the issue. If you're asking if they'd hire out for private help in the matter, they might start with posting a bounty on the perpetrators, as they would for any Prime that causes issues. I doubt they'd hire an actual company, unless it was extremely small scale. They got soldiers for a reason.
