To further clarify, he doesn't encircle his opponent, he simply spins up in tight circles making himself like a top, if that top also had a sword taped to it. The attack can only reach as long as his outstretched arms plus the sword length. So yes, someone could easily run away from it if they are faster, however, the idea behind it is to at least be within arm's length when starting so they get at least get hit. It's not so strong as to knock them down so they would be able to jump away or dash out of reach. By balance I generally meant that he can still move/fight however it's like being really drunk or getting off those damn teacups. He'd be wobbly, and the world would be spinning around him. I did state how long the attack lasted, around 20 seconds, but can make that clearer with a rework for sure. I do have plans for another move to be a T1 Super, maybe I'll put that up and see if they should be switched up.

That's fine, I thought for some reason that you were literally running in a circle around someone, hence the super suggestion.

Also, I can see "Ryu needs a good 20 seconds after the attack is performed [...]" (i.e. the length of the balance loss), but not how long he actually attacks like that for.

And, you might want to also add how quick he can move in one direction, if he's basically spinning.
right after what you just posted ...and the attack lasts about as long as well but like I said I will make that more apparent in a rewrite

This is the goal I want to work up to. It's Mercer's entire Physiology - a cross between Virus Embodiment and Biomass Construct. This has quite a bit of fodder in it. I could shorten it down and then add the flavor text later, of course.

The Prototype's body is not human. It has not been human since the Blacklight virus consumed it and merely took on the appearance of Alexander J. Mercer. As Mercer himself said "I've become something less than human, but also something more."

The Prototype's body is composed entirely of Biomass, a semi-solid form that merely holds the shape of Alex Mercer. Because of this, he can seemingly recover from wounds nearly instantly by willing biomass around the injury to pull together. This even fixes his clothing, which are biomass constructs as well.

To the onlooker, he appears to be instantly regenerating, even picking up his own head and putting it back on as if it were nothing. In actuality, damage is merely internalized. The more damage he takes, the more his biomass loses integrity. He can still die if enough of his biomass is damaged; his body melting as the biomass loses cohesion.

The more serious an injury, the longer it takes to correct it. He slows down to concentrate, even standing still for up to five seconds to seemingly "heal" (at least externally) the most grievous of wounds, such as decapitation.

To sum up:
Mercer can fake-heal himself almost instantly, but it actually works much like Guu's Papercut. However, damage is  actually internalized instead of simply moved around the body. He can also reattach limbs through "melding" them via Disassemble and Advanced Regeneration. Full damage is still taken, just not shown.

You'll need Advanced Regen, Disassemble, and Survival for the things mentioned in your description. Removing Injuries (capitalized for a reason) by internalizing them would require a Super Move, otherwise you'll need to specify that you're simply replacing external Injuries with internal ones (ex: broken leg becomes punctured lung).

Edit: That said, Survival and Disassemble already let you reattach limbs and "ignore" injuries, so the only relevant part of the Move left would be the "internalizing injuries" part, which would require Advanced Regen and a Super Move, unless you're merely "renaming" an Injury.

Or Shapeshifting. There's no reason why it would have to be a Super if he had SS, since that's something which would easily be covered by its effect.

Why would that be enough to make it not worth a Super Move (or Shapeshifting)? If he had Survival then punctured lungs wouldn't matter in the slightest...

The reason I say it requires a Super Move, is because Omni says it requires a Super Move. As per this Link, in which I apped a similar Move for Cell. Shapeshifting doesn't allow you to remove Injuries(again capitalized for a reason). That requires Regeneration, by healing the Injury via treating the injuries as damage points. All Shapeshifting can do is give the illusion that you don't have an Injury. IE: you still have a broken leg and it still sucks to walk on/causes you to limp, but no one can see anything wrong with it.

While this does not actually heal Mercer, it converts Injuries into Accrued damage. He is capable of reattaching limbs, or simply regrowing them over five seconds.

Adrenaline Surge looks good to me.

I am the Virus is just a combination of Survival and Shapeshifting, and wouldn't actually require a Move. You can write it up as a Fodder Move though.

I stand corrected.
Makes me glad I decided not to play a regenerating character. That's harsh. -_-

On a side-note, though; nowhere in the description of Shapeshifting does it say it is limited to making small changes to existing limbs, which means it should definitely be possible to grow additional arms, and/or absorb damaged ones into the body... and if an entire limb can be replaced with a fully functional copy, there should be no reason why only the injured part could not be moved/absorbed in the same manner.

That sounds awful gamey to me. While it's technically not covered in the written portion of the Power, I wouldn't be surprised if a Judge or Storyteller were to penalize a player for attempting to get around an Injury by utilizing a loophole.

Edit: basically this is an instance of RAW vs RAI. It's obviously not intended for Shapeshifting to offer that kind of utility, even if it isn't specified.

Moving an injury to another part of the body doesn't need regen, or a super move. See:

But, removing a large injury entirely will always require regeneration and SP spent. So, if you want to simply pull cells from all around your body to close a big cut, or remove a bone breakage, or repair a lost limb meaning you don't have a injury afterwards - you will need regeneration and SP spent.

So:
Adrenaline Surge looks good, and I actually think you could make it activate faster, but I am Virus might need work. I mean, you don't care about a slowly gaping hole in your chest, I'd assume. So it's basically free injury absorption. Since regen removes cuts slowly, you've essentially sped that up for free.

Also, I am Virus, would need Survival, Malleability, Shapeshifting, and Regen. I also think it should have a drawback - like standing still or having to focus and move slowly while "healing". Since as it stands, there doesn't seem to be a limit on how severe cuts can be.
Might I ask why Malleability and shapeshifting?
I guess you might not need shapeshifting. But you do need malleability since you're physically changing your body.
Sooo, how's this for a T1 Super Attack?

T1 Super Attack: Abyss Palace Charge (Physical Strength Proficiency, Burst Movement) (600): The Soul and The Abyss are fundamentally different forces. The Soul is the refined and focused energy of life, of complexity. The Abyss is the very essence of existence, the raw primordial stuff of all creation.
Focusing Soul into a channel from his own core to his weapon, a white glow surrounds Little Ghost before flowing down to focus around the weapon in a flame like aura. A chilling chorus of howls ring through the air, the primordial stuff of the Abyss begins to dribble out of Little Ghost's eyes and mouth. The black sludge quickly become a torrent that swirls down the arm to become a whirlpool around the weapon in question. The flow stops as the black sludge is absorbed by the weapon which is then ready to be used, empowered by the primordial black script of reality. Little Ghost then crouches, unfurling the Monarch Wings, before shooting off like a missile to strike the target for immense damage. As Little Ghost approaches his target the howling chorus increases in volume, to be finished with a scream as the attack strikes home in a blast of soul and abyssal energy.
This attack can be performed with any weapon, but requires near point-blank range to properly transfer the energy. Thus the range of this attack is that of the weapon it is used with, up to a maximum of twelve feet.

Your move works, but in my opinion it's full of too much description fluff. Someone's going to read it trying to figure out what it does, and have to basically feel like they're decrypting it.

From what I gather, LG is using burst movement and hitting someone really hard with a melee weapon.
FLDSMDFR Cannon [1200]
Requires: Ranged, Debuff, Area Attack
This is a heavy beast of a weapon, with a length of almost two meters, making it taller than Flint. Luckily, it collapses down, the barrel shortening into a half-meter barrel-like construct that stores on his upper back. The cannon takes ten seconds to retract, fully extend and properly position on his shoulder. During this time, he must stand still. Even after extension, the cannon is extremely heavy and very difficult to aim while moving. It takes five seconds to retract and put away.

"Ammunition" is sucked in from the back of the cannon, behind Flint's shoulder, mutated, and then fired from the front. Flint must set the food via verbal commands, which the cannon repeats for confirmation. This takes three seconds and must be done whenever switching between food types. The Cannon fires single-shot foods in massive quantities, the different foods are below:

Meatball

The cannon sucks in Omnilium from the surroundings for five seconds to charge. It can then fire three meatballs in succession, each roughly the size of a basket ball, at 40 meters per second. The knockback makes the second (and more so the third) meatball less accurate. Each meatball can deal moderate damage, but if all three manage to hit the same target, they are blinded for three seconds by the zesty sauce.

Ice Cream
The cannon sucks in Omnilium for ten seconds, then fires a glob of ice cream up to twenty meters, splattering a single or multiple targets in very close proximity. Flint's special Anti-Freeze Ice Cream does not give brain freeze, but the smell and texture is just perfect! Targets might find it difficult to resist eating by the hand fulls, stalling them for up to ten seconds. Being targetted by an attack immediately overcomes the sweet tooth and allows them to move freely, out of self preservation.

Overstuffed Potato
Oh mama... The cannon must take in Omnilium for a full thirty seconds. After this time it shakes violently until firing a massive basket-ball sized super double stuffed bake potato with extra everything. It can fly up to sixty meters before exploding, scattering large bacon bit shrapnel and hot potato goo in a two meter radius. Delicious.

Giant Shrimp
It takes fifteen seconds to gather enough Omnilium to fire a massive shrimp. This spinning shellfish flies up to fifty meters away. With great precision, Flint usually fires this in such a way that it hooks an enemy and pulls them along for the ride! Its deshelled body is too soft to deal damage and higher Strength can rip it apart before it can take the target very far.

FLDSMDFR Twin Pistols [900]
Requires: Ranged, Debuff
These small food mutators can be wielded with great precision and speed. Their light construct sadly suffers from lower fire power and less maximum range. The Pistols each have a "tank" in the handle that refills once empty, or when the food choice is switched. This requires ten seconds, during which time a new command can be given. They can be drawed in seconds and put away just as fast.

Baby Carrots
A single clip can fire fifteen baby carrots at a rate of one per second. Baby carrots deal a little more than minor damage, but can still be vary annoying!

Wasabi
Though it deals no damage, if Flint can hit a target in the face, the burning sensation around the eyes, nose and mouth lowers their technique! He has no chance of making this shot beyond ten meters. A single tank can fire up to five wads of Wasabi.

Dried Beans
Firing in a nearly automatic fassion, up to ten beans per second, each bean does very minor damage but sustained fire can cause this to accumulate fast. Focused fire can even slowly penetrate defenses! This is quickly recovered from though, with a few seconds removing the debuff. A single tank can fire up to fifty beans (five seconds sustained fire.)

FLDSMDFR Pump Action [1200]
Requires: Ranged, Debuff, Area Attack
Somewhere between the Cannon and the Pistol is the shotgun-style blaster. It can hold up to ten shells, and when one shell is missing the bottom of the stock sucks in Omnilium to restore one shell every five seconds. The long barrel and full stock make this weapon a two-hander for sure, and flint has to slow down, but not necessarily stop, to take aim mainly because of its weight.

Luckily, the barrel retracts and the stock shortens to make it easily storable. It takes three seconds to grab and extend the weapon, and the same amount of time to put it back.

In between shots, Flint can give a command for a new food. The gun responds to confirm, the whole process taking three seconds. Between shots, he must cock the gun, taking two seconds to cock and then reacquire his target.

Mashed Potatos
One shell fires almost like a grenade. On impact, it splatters, painting a circle with a diameter of three meters with buttery mashed potatoes. Targets moving through this space find it difficult to move, with lower Technique outright falling. This slick lasts for ten seconds before the butter cools and loses its slick quality - a single target can make their way through this in only a few seconds if they are careful.

Dried Beans
One shell can fire as many as twenty beans! The beans fire in a six meter long cone, dealing minor damage at the maximum range. Closer targets take more of the spread and significantly more damage. This is a good "shoot on the run" ammo that requires less precision to deliver at least a little damage.

Hot Dog
A single, long ranged, fully loaded wiender is fired. Its increased aerodynamics allows its range to reach up to one hundred meters to snipe an open mouth! If not used for the best game of catch ever, its impact can deal moderate damage. To achieve this amazing accuracy, he must stand still and aim for five or so seconds.

Spaghetti
Someone forgot the sauce! These cooked, sticky noodles are fired in a very narrow cone, usually only capturing one person at a range up to five meters. The noodles grapple the target harmlessly, though high enough strength can break free of the pasta. Those who are less buff can expect to be tied up for the next five or so seconds.
