Would it be possible to flip stats around and or powers?

What do you mean, Cirno?

A move that swaps stats with an opponent? Probably not.

Changing your own stats would need an alt form or a powerup, and changing an opponents would require a debuff super move (or buff if for some reason you want to make them stronger).

You can only use powers you've bought yourself (unless an ally with the power uses a buff move to give it to you temporarily, or you have mimic and have seen it or used insight).

Although, I'm not sure I've actually answered your question... Can you specify what you meant.
What I mean is that it specifically swaps two stats (ex. atk and def) I ask since being able to reverse things is something a character I'm thinking about uses.

That'd require an alternate form. Which would get expensive after a while.

Someone else's stats?

You might be able to make a case for it with a super move, maybe (or a normal move with large drawbacks since their stat total doesn't change - but don't bank on that, 90% sure you'd have to use SP). Although you'd likely need a new move for each stat swap combination.
Should the OM for an edited post immediately go away when the post is pending approval? Or does the OM stay and then (potentially) change when approved?
When you edit a post, your OM changes straight away to reflect the new word (and character?) counts.

(As in, before it's approved. I presume the approval is to check you're not abusing the system somehow.)

At this time, no. There are no plans to expand the ranks of the Imperial Army beyond what they currently have.

Addendum to the above: like any organization, there are gonna be troops that aren't part of the norm. So, if you're looking to include a psyker who's an Imperial Soldier in your writing, feel free. There's just not large enough amounts to be considered anything more than a infinitesimally small minority.

Just curious is there an official reason for the space marines serving Palpatine and if so what is it? I mean did Palpatine offer them something or is it purely out for some sense of duty.

They serve him because they're part of the Imperial Military. The same way the Stormtroopers are.

Is it okay to start working on an intro post for a character before you swap to them, or should you wait until afterward? I'm asking, just to make sure I'm not breaking rules with what I'm doing right now.
As long as you don't post it I don't see why it would be a problem.

Would the library on Coruscant have information on explosives, poisons, how to construct firearms, and many other things?  Also, how would a base like the "Batcave" work on Coruscant?
Yeah, I'm sure you could find all sorts of things like that be it in actual textbooks or through dataverse archives. What do you mean by batcave base?

It would be built into the cityscape. While the Tier's move vertically there are flat areas and alley ways where cyberpunk/ubran areas exist. Think of the scene in Attack of the Clones when Obi Wan and Anakin go chasing after the assassin. They end up in a bar on a strip.
