The Narwhal Song is something that Rafael remembered from his world, and considered annoying. When you combine that with Unicron's power of telepathy, and his annoyance at being in the Omniverse at general, it's become a new attack of theirs. It takes roughly 4 seconds, but as long as their TEC is superior to that of their opponent, what Rafael can do is FLOOD the world of an opponent with nothing but Narwhals singing that song, and driving the opponent up the wall, to the point where they'd be unable to focus on anything else for about 15 seconds, and be begging for it to stop. There is more to the attack than that, though. For you see, Unicron does not just loathe being in the Omniverse, he's quite angry. This is reflected by the Narwhals attacking the individuals. However, this is a telepathic assault, with a unique caveat. If the opponent flinches, they receive the damage they would if, if it had been an actual attack. The Narwhal song takes about 20 seconds for it to recharge after the initial use. It cannot at present affect multiple opponents, just a single one. If facing a group of enemies, this would be used on the most powerful one of them. The damage this move does is pitifully weak, if an opponent flinches.

Dark Energon Burst Cutter (300,  Ranged,  Debuff,  Area Attack, Ranged Materialize, Remote Control Proficiency.):

Dark Energon Burst Cutter is an attack that takes Unicron about six seconds to power up, and can also be used by Rafael should he choose to do so. This creates three orbs of Dark Energon, each about the size of a Tennis Ball that he can use to attack his opponents. The three orbs will spin around, before moving at the speeds of a bullet towards an opponent, making dodging them harder. They also have spinning blades on them that can be used to damage an opponent. This has a 15 second cool down. In addition, the orbs are fragile. A single hit with any amount of power put behind it could shatter the orbs, and until all three are shattered, none can be remade, meaning the move could not be reused. Of course,  the move also has another caveat, it’s got a range of 70 feet from Unicron when the move is used. It is also moderately taxing on his stamina to use. These can be materialized about 20 feet from him, and their paths can be controlled by Rafael, or Unicron.

Power Gauntlet MK I : (1200, Physical Strength, Debuff, Ranged Proficiency):

The gauntlet was created by Unicron based off of a comic book superhero Rafael liked, for his own use from technology taken on Coruscant and modified, to work as this device.

The first mode of the gauntlet allows it to be a simple metal gauntlet that he can use to punch an opponent's face in. It covers all of his hand as well as his upper forearm. It's heavy, so punches with this are a bit slower and more tiring than usual, but hit much harder - it's metal after all. This can clash with lightsabers, and similar weapons when it is used in that mode, allowing Rafael to use it to block.

The second mode of the Gauntlet involves it firing a centimetre-thick beam of energy from the palm of the hand. Takes him about 7 seconds to charge up, where he can move, but need to focus on the Gauntlet so cannot attack. Travels at the speed of an arrow. The power level of the beam is high, but there's not much recoil so it isn't very tiring. The gauntlet has an 8 second cool down for that mode. This has a range of 75 feet.

Nothing Personnel Kid (600) Requires: Physical Strength

Dane grabs a black magazine from his belt with one hand and a silver/black gun out of thin air from the other. After spending one second to load the magazine into his gun, Dane can fire it as usual by pulling the trigger, and the gun can shoot as fast as he can do so. This has a strong recoil, so he needs to brace before shooting. Once a bullet travels 12ft, it disintegrates in the air. After 6 shots, the gun will refuse to fire despite bullets still being left in the magazine. Once this happens, Dane can remove the magazine from the gun and throw the gun at someone for additional damage (but it also disappears after travelling 12ft). Afterwards, he can spend 1 second to create a new gun and load it with the previous magazine allowing him to use it again. Firing this is very tiring due to the recoil and doing so too quickly can damage Dane's own arm.

Nothing Personnel Kids (+300) Requires: Physical Strength, Time Manipulation
[spoiler]Dane stops time with his gun, then fires a single shot at every enemy within melee range (12ft), one after another. He can't shoot the same person twice. If Dane somehow misses one of these shots, he shoots himself as well (and even if he runs out of bullets, his gun will somehow magic one up). Using this move is very tiring, and ends prematurely if Dane runs out of ammo (so there are 6 shots total). Despite time being frozen, the bullets still travel, but stop the moment they touch their target. They're also somewhat weakened by the time distortions. Dane can use this move at will, but it's very tiring. He cannot move more than half a step from his initial position in frozen time, so can mostly just turn. Because he's a cool kid, normally he moves as little as possible, and - since there's no sound in frozen time - he makes the sound effects himself (although no one else can hear them).[/spoiler]
Oni’s Breath (Ranged, Area Attack) (300):
It’s said that the demons of hell drink so much that their breath itself is capable of igniting with the smallest spark, and this is certainly a weapon that evokes that image. Oni’s Breath is a 12-gauge pump-action shotgun custom-made by/for Clownpiece, painted in a star-spangled pattern just as ostentatious as her own outfit. Rather than the usual slug or buckshot that comes with most shotguns, this weapon takes after a round known as the “Dragon’s Breath,” and instead of cartridges, is powered by Clownpiece’s own magic. With a pull of the trigger, a brilliant display of pyrotechnics erupts from the barrel of the gun, with fire, brimstone, and a beautiful barrage of miniature, magical stars shining in reds, whites, and blues slamming forward roughly 60 meters in an instant, in a dazzling blast about 1 meter wide. As with most things she can't carry, Clownpiece is capable of magicking this weapon away and back, disappearing and reappearing it about as fast as if she was stowing it away/retrieving it from a bag. Should she lose it for whatever reason, she's capable of making it reappear in her hands with a similar amount of concentration.
The strength of Oni’s Breath doesn’t lie in piercing bullets, but rather in the heat of the fiery blast that it unleashes. The hellfire spat out by this weapon burns far hotter than any ordinary flamethrower, and though it only lasts for a moment, it’s usually more than enough to set whatever it hits on fire, even with just one shot (though as it’s powered by Clownpiece’s magic, it has functionally infinite shots). Strangely enough, despite not using actual ammo, she still has to pump it between shots, which takes about 1 second. The recoil on this weapon is also immense, far more than what Clownpiece’s small body can handle. She must be properly braced to shoot it, else she’ll hurt herself with the recoil, and even then the sheer strength of it throws her back a meter or so. Given that she can fly, that doesn’t hinder her too much, but it does make it difficult to shoot it as fast as is theoretically possible. Trying to contain such awesome power also wears on her a bit, and relying too heavily on the gun strains her arms/shoulder and makes her sore.

Nothing Personnel Kids: I dunno if shooting yourself if you miss will be treated as a valid drawback, since you're essentially going to be firing at stationary targets within a 12' radius with no time limit... even someone with only 1 TEC could almost certainly land every single shot without it seeming weird, so you'd be well within your rights to just never have him miss... in which case, there's not really any point having that drawback.

Also, on an unrelated note, did you intentionally use the word personnel instead of personal?

The three orbs will spin around, before moving at the speeds of a bullet towards an opponent, making dodging them harder. They also have spinning blades [how big are the blades? how fast do they spin? are they on the sides of the orbs, or on the top (like a propeller)?] on them that can be used to damage an opponent. This has a 15 second cool down. In addition, the orbs are fragile. A single hit with any amount of power put behind it could shatter the orbs, and until all three are shattered, none can be remade, meaning the move could not be reused. Of course,  the move also has another caveat, it’s got a range of 70 feet from Unicron when the move is used. It is also moderately taxing on his stamina to use. These can be materialized about 20 feet from him, and their paths can be controlled by Rafael, or Unicron [How much concentration does this require? Also, they move a bullet speed, that's too fast for you to even see, yet alone control - outside of assigning a rough direction at the start].

For you see, Unicron does not just loathe being in the Omniverse, he's quite angry. This is reflected by the Narwhals attacking the individuals. However, this is a telepathic assault, with a unique caveat. If the opponent flinches, they receive the damage they would if, if it had been an actual attack. However if someone is aware that the Narwhals are just an illusion, or a Hologram, or what have you, they will take no damage. The move takes him about 10 seconds to recharge, before he can use it once he has used it for the first time. 



The Dark Energon Dagger (Physical Strength, Ranged, Homing, Debuff, 300):

The Dark Energon Dagger is a weapon that Unicron created out of Dark Energon. A short weapon, that had a gray, and purple wrapped leather handle. The blade is made out of stone, and Dark Energon.  This dagger takes him about 10 seconds to manifest. It can clash with the likes of Lightsabers, and similar. However, that is not the only trick that Unicron has up Rafael's sleeve with this. It can discharge a single bolt of purple electricity out of it to strike a single target that is within 30 feet of them. The bolt of electricity travels at the speed of an arrow. This is moderately draining on his stamina, and requires one hand to use. As a result he cannot use moves that require both of his hands. The electricity will home in an opponent provided they are close enough (within the 30 feet) and will paralyze a limb for about 4 seconds if it comes in contact. Both variants have the same amount of charge time, and same energy cost, and everything. Two of these are belted at his waist, and he has one hidden up his sleeve at any time should he wish to use them for emergency purposes.

If the opponent flinches, they receive the damage they would if, if it had been an actual attack [and roughly how much damage is this? per hit?]. However if someone is aware that the Narwhals are just an illusion, or a Hologram, or what have you, they will take no damage [So what happens if the debuffed person attacks a Narwhal? Does it disappear? Does nothing happen?]. The move takes him about 10 seconds to recharge, before he can use it once he has used it for the first time.

The person pictures the Narwhals attacking them, and suffers damage as a result, really pitiful damage per hit, each Narwhal being able to do 3 hits before they disappear. If a Narwhal is attacked it will dissipate, and reform about 3 seconds later unless someone destroys all of them at once, in which case they would not reform, as Rafael would have to spend the time to recharge the move immediately. 
@Raf: Your dagger is variable, so should cost 300 more OM. Also, it's a bit redundant. You already have sword and you already have a lightning attack to paralyse people. Lastly, the paralysis needs more drawbacks. Like, it takes 10 seconds to summon the sword. But... how long does it take to shoot lightning? Especially since it auto-hits. Split it into 2 paragraphs. One for the sword, one for the shooting lightning part.

The blade is made out of stone, and Dark Energon.  This dagger takes him about 10 seconds to manifest. It can clash with the likes of Lightsabers, and similar. However, that is not the only trick that Unicron has up Rafael's sleeve with this. See, these daggers are made to be lighter weight than the sword that Rafael normally wields, and thus more quickly able to be used. Two of them are hidden up each of his sleeves, and one in his boots, as well. Two are belted at his waist. They can be used as throwing weapons, and travel at the speed of an arrow.  

Revised it some, but still working on more revisions for it. Also in recent post - fixed the Narwhal song, and everything. 
Climate Change (300):
While it isn’t the easiest thing to do, given their clashing personalities, there are times when Summer and Sonny are capable of working in tandem. This is perhaps one of the more achievable things they’re capable of when they feel cooperative; a quick switch between the two. All it takes is a quick, verbal acknowledgement between the two that it’s going to happen sometime soon, and when they’re ready, they both throw their full energy and concentration into switching out, quickly deconstructing and reconstructing their body near-instantly. Shifting so quickly takes effort, however; more effort the lower their SPD is (as with higher SPDs, they can switch out quickly anyway). With SPDs of around 0, this move incredibly tiring, wearing them out quickly, leaving them out of breath, and forcing them use it incredibly sparingly. At SPDs close to 10, the drain becomes incredibly light, and of course 5/6 is about the halfway point. Since it requires their full concentration and energy to switch out almost instantly like this, they cannot use any moves alongside it. Charging is interrupted and flat-out prevented.

Of course, the move also has another caveat, it’s got a range of 70 feet from Unicron when the move is used. It is also moderately taxing on his stamina to use. These can be materialized about 20 feet from him  and their paths can be controlled by Rafael, or Unicron. This requires a small amount of his focus, but he can charge, and use other moves while using Dark Energon Burst Cutter so long as the other move does not need all of his concentration. This travels at the speed of an arrow for Rafael, and also for Unicron. 

The Narwhal Song [Please add in the powers and proficiencies you need, as well as the cost.]

The Narwhal Song is something that Rafael remembered from his world, and considered annoying. When you combine that with Unicron's power 
of telepathy, and his annoyance at being in the Omniverse at general, it's become a new attack of theirs. It takes roughly 8 seconds during which he cannot attack, but is free to dodge, and perform other simple actions. As long as his Tec, and that of Unicron is superior to that of an oppoment he can flood the world of his opponent with nothing but narwhals, driving them up the wall, and making them beg for it to stop because in addition to the Narwhals, their world is also being flooded by the song. It is to the point where it would make them barely even able to perform basic moves, or dodges. This lasts either 12 seconds, or until all the Narwhals are destroyed [how many Narwhals are there?], or until Rafael switches to a new move [does this include swords and basic attacks? I'd just say "whenever he stops concentrating on it" or something], whichever is the shortest. The move does not require that Rafael aim anything, simply that he look in the direction of his opponent, which is what triggers the move.  There is more to the attack than that, though. For you see, Unicron does not just loathe being in the Omniverse, he's quite angry. This is reflected by the Narwhals attacking the individuals. However, this is a telepathic assault, with a unique caveat. If the opponent flinches, they receive the damage they would if, if it had been an actual attack [you cut out the mention of the damage doing nothing if someone knows it's an illusion, is that still the case? does it work differently now or was that accidental?]. The person pictures the Narwhals attacking them, and suffers damage as a result, really pitiful damage per hit, each Narwhal being able to do 3 hits before they disappear [how much damage do you expect this to do in total, considering ever Narwhal and every hit?]. If a Narwhal is attacked it will dissipate, and reform about 3 seconds later unless someone destroys all of them at once, in which case they would not reform, as Rafael would have to spend the time to recharge the move immediately.

The Dark Energon Dagger is a weapon that Unicron created out of Dark Energon. A short weapon [how short? how long is it?], that had a gray, and purple wrapped leather handle. The blade is made out of stone, and Dark Energon.  This dagger takes him about 10 seconds to manifest [does this require his concentration? can he move at the same time?]. It can clash with the likes of Lightsabers, and similar. However, that is not the only trick that Unicron has up Rafael's sleeve with this. See, these daggers are made to be lighter weight than the sword that Rafael normally wields, and thus more quickly able to be used. Two of them are hidden up each of his sleeves, and one in his boots, as well. Two are belted at his waist. They can be used as throwing weapons, and travel at the speed of an arrow. [Is there a limit to how many daggers he can have at once, because at the start you say he can make them]

Revised it some, but still working on more revisions for it. Also in recent post - fixed the Narwhal song, and everything.

Since it requires their full concentration and energy to switch out almost instantly like this, they cannot use any moves alongside it. Charging is interrupted and flat-out prevented.

I won't approve it when it goes to move approval, but Omni's general ruling was that you'll probably need a somewhat extreme drawback. And, if not, then the switch time would just be halved. Whether incredibly tiring counts for that, I can't say. Either way, you're not really gonna get much help from the move workshop, since your move is well written - it really just needs input from a senior staffer. So go ahead and send it off to approval.
