Do you mean that you want to play while waiting for your quest to be graded? It's probably better that you hold off on it. You can always make an unrelated NPC Prime/Secondary to play with while waiting for your Player Prime to be finished.

I'm wondering if I should give EMET flight, but he cant necessarily 'fly' with his jetpack, its more of a jump pack or spacial maneuvering gear as it has limited thrust power that recharges over time, allowing him to 'dash' in directions and fly in a limited capacity. I might just keep him grounded for now but I want to know for later what profs this would require and such

Depends on the extent of the maneuverability, but I'd say it falls either under flight, or Super Jumping combined to Burst Movement.
Oh and with the SJ+BM combo, you'd probably do well to fashion a move for it. I think.
Someone more knowledgeable can probably confirm or deny, and provide further info if needed.

If you want to keep writing more material (to give yourself a better chance of passing the quest) while you wait, that's fine, but don't leave the quest topic until it's graded. Using the Dataverse should be fine too.

Tbh, I would just buy Flight and then just fodder the rest. Flight is supposed to be fatiguing anyway, so it'd make sense if he wanted to use it in bursts.

Otherwise, you could pick up Super Jumping and Burst Movement, and for "flying in a limited capacity" maybe a move that allows you to glide, or hover for a limited time. Both of those have seen past approvals.

Each function of a move is 300 OM. So if you think about a gun, if it has three firing modes, like auto, semi auto and manual, the move would cost 900 OM.
I'd say the multi-deploy function would bump the cost to 600 OM.

Extraction is a similar process requiring uninterrupted concentration and time depending on the amount of omnilium being extracted, except that the bubble of Omnilium emerges from the item being extracted, which gradually becomes dessicated before vanishing entirely.

Random thought but if I wanted to age up my character physicaly (height, etc.) would it require shapeshifting? I would give a specific amount of time that would pass (more as fodder).
