If someone successfully raided your base, could they use the base's extensions against the owner's will (so long of course as nobody is around to stop them), for example the DV Uplink or Healing Station?

It depends entirely on the condition of the base once the assault is completed. See the Rules Page for Assaulting Bases.

I’m sure this has been answered before but couldn’t find it in the search. Let’s say I purchase a Teir 1 super move, but when I reach having teir 2 I want to upgrade it, say add a few more sword slashes. Can this be done? And if so would it be a full 800 OM to purchase or could I just pay the difference?

I know that NPC Primes are supposed to be no higher than level 5 or your character's level (whichever is higher)... but what about Secondaries?
Specifically, would it be acceptable for me to make a Secondary villain with higher Stats than a Space Marine?
I know I couldn't use him in an actual fight, obviously, but just for use in Hijiri's storyline, would it be okay?

Generally speaking, secondaries aren't inherently weaker than primes. Of course, a level 1 prime isn't going to be able to summon something stronger than themselves, but someone stronger could very easily summon a secondary stronger than level 1 prime. Their only limit is not being able to manipulate omnilium to take shortcuts in power like a prime can. To put it shortly: the only limit to the power of secondaries is the power of the one who summoned them. At least at the time they're summoned. If they've been here for a while, they could very well get much stronger. So if you want someone that's that strong in your storyline, go for it. They'd have been summoned by someone with some serious power of their own, or been here for a while, but there you go.

That really depends on how well you write it , and what you mean by 'overplaying'. Nobody's going to downgrade you for writing a fight post where your character gets kicked around a bit, as long as the kicking is done according to the abilities of the kicker. As long as the action is interesting and within the range of the characters' capabilities there shouldn't be any problem.
Sooo I'm thinking the up-and-coming Youtube Star is going to invest in a semi-auto Drone to follow him around with a camera. XD How exactly would I represent that? It's not used for combat, just... records stuff... tries to avoid getting in the way... maybe some minor form of AI to help it adapt to various situations - but again, only to record and get out of the way.

It would just be a piece of technology you have access to. As long as it provides no benefit other than to record videos for the Dataverse you're free to just conjure it up and use it.

I'm sure this is somewhere easy to find, but I cannot locate it. Can you use a Level 2 Move as Level 1? Like, if I had a Energy Blast Level 2 but I chose to use a less powerful version of it, can I? Or do I need to have both level 1 and level 2 moves ready to go?

You need to buy them separately.

You can't use a T2 super as a T1, you'll need to purchase a T1 version of it.
Tier 1 and 2 supermoves (making an assumption here that that's what you mean) do have to be purchased separately.
So switching Ziyadah to Alex Mercer - got a question on Mimic

Consume as a move, can it allow me to purchase a move of a Prime he's consumed, even after the original effects of "Mimic" has worn off? As in he just "remembers" it enough after the fact that he can replicate it later via spending OM? This would require him to have killed the intended target and consumed them...
You can, in fact, choose to purchase moves you have mimicked if you want to keep them. I'm pretty sure as long as you don't try to actually use the move in between the time mimic's duration runs out and when you actually buy it, you should be fine.

Yea, what Kelly said, but also I don't think you need to kill the person to be able to buy the move. It says right on the move description.
