@Trixie: Out of interest, what if all participating characters have spiritual attunement?

(And are all dreaming/meditating at the time of posting, and damage is taken for when they wake up)

If you're speaking of a mock fight (in the sense of those OOC things that people do sometimes) then no, those do not have a place in the In character forums... that's why they are done in the OOC forums.

If you want your characters to actually have a fight in the Astral verse, graded or not, then go ahead and be my guest. Just make sure that everyone has the appropriate spiritual unlock.

Just spit balling, but you might also need Malleability, depending on how like, literal you want to be with this, since Malleability allows you to lose mass.
I was thinking about some aqueous type thing instead, would I still need malleability? Also ine last thing, what would I need to squeeze through underneath a door or such?

The Dissemble power on its own lets you turn into liquid, so you'd be good with that.

Slipping under cracks in a door would be fine with just the Dissemble Power, unless the door's water-tight or something.

Where is the line between C-List NPC and "Acceptable to classify as an Original Character" drawn?

Like, let's say I wanted to make a secondary NPC out of Camper Liam from Brock's Gym in Pokemon FireRed or the unnamed Saiyan lady with the knife used as the thumbnail for the Saiyan wiki page. Both of these are clearly characters no one would play, have at most one or two lines of dialogue, and are functionally being used just for their looks or maybe one characteristic they have and otherwise being completely original. So are these just really low C-listers, or are they so functionally indistinct from Originals one could get away not counting them?

Reason I ask is because I was thinking of having a nameless midboss from Yuuka's game as a force secondary later down the line- but even though she has no dialogue or even a name, she does technically have an original design that differs from any other character in the series. So by Touhou standards she is a "Canon." Just one so blindingly minor she has no personality, name, et cetera.

For it to be original, you have to create the character yourself. It's kind of in the name "Original Character". It's not yours if you didn't create it.
I meant specifically for the rules relating to NPC Secondaries. The rules state that something like making a secondary of a Rayquaza is fine, and then wouldn't cost points, even if it wouldn't "technically" be an OC- though I guess I answered my own question there, since the rules say that nameless characters are fine to take as secondaries without spending points.

I'll just assume she'd be fine.

Could somebody please elaborate a bit more on the imperial navy for me as I am seeking a bit more information cause I'm interested in it. Mostly interested in knowing about the technology side of things. Is it all sail ships or is there more? I mean I am aware it says they have more modern pieces but has that been delved into much?

The Imperial Navy is loosely based on the navy from One Piece, as far as I can tell, what with being led by Admiral Kizaru and its main prison being Impel Down. Furthermore, the description mentions "the Golden Age of Sailing" which refers to the time that everyone was on boats from 1571-1862.

So I'd imagine you'd see Renaissance-era warships. Simple cannons on frigates and the like.

So is having any imperial navy ships being capable of firing green lasers totally out of the question? Like maybe even as a prototype or something? Just trying to think about the limitations.
Also is there like a sort of max size an imperial vessel should be? Don't want to go too crazy I just wanna be sure.

You can't summon primes. You can write NPC primes, but you can't have your character summon them. They'll have been summoned by Omni as usual.

I think you meant NPC secondary, in which case yes - you can resummon them.

Primes are summoned by Omni and auto-respawn. Secondaries are summoned by Primes and can be manually resummoned by a prime after they die.
