Quick and Easy Questions (please read the OP)
As far as we know (keep in mind that I may be wrong) Omni does not take you away from your native world - he just summons a copy of you into the Omniverse, leaving the original Verse untouched. As such you can be any character from any timeline without creating a clash between characters of the same canon.

As an example, Sans is from the Genocide route at a time where Undyne was already dead, yet Undyne as I made her is from the Pacifist Route. Even if I'd picked her from the Genocide route, that would not have influenced Sans or me.

Now summons are slightly different, I'll rather leave that to someone who knows :frog:

You can, in fact, summon a Secondary or use an Assist of someone who already or will one day exist as a Prime here. Because Secondaries are your "copies" of people.

Is there any specific place I would go for help in deciding if a character would be B-tier or C-tier as an NPC, or would I just ask around?

(My gut says B tier but she hasn't been in a game for nearly 20 years now so who knows.)

So in the item description for the food pills it says they don't stack with themselves. I assume this implies that they will stack with eachother?

More specifically if I ate a protein pill and a soldier pill I'd get +2 attack for the entire fight right?

Yes. Because the Soldier pill also adds +1 to your other stats.

Yes. They just don't stack with themselves.

Couple questions.

Web swinging, can that be passed off as fodder or would that require a move/power?

I think if it's just a matter of using your webs like a grappling hook, it'd be fodder, but if you make it one of your main forms of transportation, and something you would use in a fight, you'd need Super Jumping.

Ooh - one more thing. If I wanted to have a "powered down" version of Spider-Man, (IE Peter without his costume) would that require an alt-form or anything, or could I just play that one out and lower his stats while he's not dressed up? I kinda want to play both sides of Peter and attempt to keep his identity secret etc

This is okay, but you still have to choose your final base stats when joining). However this is for roleplaying fodder only, and not for a gameplay advantage (for example, saying that your character is smaller in their weaker form, and using that as logic for being able to escape a larger character - this would not be okay).

...If the site is illegal, yes. Unless the site is like Youtube/Hulu or Crunchyroll or something, it's a no-go. All of those dodgy streaming sites like Putlocker and stuff are not allowed.
