Quick and Easy Questions (please read the OP)
Can't have two Primes that are the same person. Secondaries are a little more lenient, but I'd still seek approval first.

Continuity doesn't matter. We have an Android 17 who is different from the canon version, but because he is here, there can't be another 17 Prime. There CAN, however, be a 17 Secondary. Which is what your situation falls under.

See there's the Mickey Mouse everyone is familiar with on the Omniverse, and then there's the Kingdom Hearts version of Mickey, which I had thought about making as a secondary of my own if possible. It was just a thought, but it probably wouldn't work, would it?
I feel like you probably could, because, reasonably, someone could summon a secondary without even knowing that person (or a version of them) already exists as a prime.
I would point out that the Mickey Mouse in the archived rosters section *is* the KH version. So if you made a secondary, it would have to be another version, probably?
Ideally, you'd not summon a copy of a person who already exists here, even if from another continuity/reality/whathaveyou. Because: why not just write WITH the person who is already here? However, by RAW: Secondaries are... well, they're "fakes" for lack of a better way to put it. They're the summoner's mental image of that person. So, say you wanted to have Cell as a Secondary. You absolutely could. It could even be exactly like MY Cell. Because it's a fake made from your mental image.

But again, please consider using the resources that are already here before you decide that you'd rather write with your idealized version of Mickey than with the PC/NPC who is already here.

You also want to consider that Mickey Mouse, in whatever capacity, is A-List, seeing as he's the most famous thing created by Walt Disney. While I personally have 0 complaints with you having your own version of Mickey (I have my own version of Mega Man that I've used once or twice), that doesn't change the fact that he'd be 5 points. You only have 4. You might want to pull in supporting KH characters instead, if you desperately need them in your narrative.
The only reason I wanted him was actually because of a Key-blade he had, one that I plan on getting Repliku. And unfortunately I don't have any other ideas on how to get my hands on it. Does anyone have any suggestions in that regard?
Either put in an NPC request, or literally jist magic it up because you're in the OV and you can do that.

1. When a series such as Kingdom Hearts is "All Inclusive" of Disney, can you use weapons from other Disney Characters that were not mentioned in Kingdom Hearts, or no?
2. Related to the previous question, can you use weapons/technology/what have you from things that are not part of your character's universe?
1. This would really have to be done on a case by case basis, although my gut instinct says yes.

2. This is certainly fine, Zack Fair's association with the Koopa Kingdom has provided him with an assortment of goodies. The biggest thing is ensuring that they make IC sense, rather than just giving yourself a light saber (or what have you) because they look cool.
If history is to become legend, it first must be recorded.
Another Recall question, and I'm pretty sure I know the answer but I just wanted to check. If I am synced up to the Recall Station back home, can I take someone else with me? The description says you can take objects but I was wondering if it excluded other people.

How much trouble would a character get into for fighting a Dark Side Heartless on Tier I of Coruscant?

Are you fighting to kill the Heartless? If so, you'd probably be detained, but they won't put a Bounty on you for trying to keep the peace by yourself.

Fighting to kill it yes. Fighting to survive? Definitely.
Can I have more than one base?
