@Chara: Sure are. Any character is fine as long as they have some kind of combat utility and aren't an actual real person. For example: Mace Windu is fine. Sam Jackson is not.
In universe examples include: Ron Burgundy, Jason Vorhees, and Dwayne "The Rock" Johnson.

So I had a few questions.
1. What does the [Open] bit mean? At first I thought it was supposed to signify your first thread, or the thread where your character enters the Omniverse, but now I'm thinking it might mean that it's an open invitation for anyone to join in on a thread without PMing first? I'd like clarification. 2. How much Omnilium does it cost to summon things that aren't moves, powers, bases, secondaries, etc. An example being, suppose my character is hungry, and he wants to summon several meals worth of food. How much OM would that cost? Do things like clothing or food count towards spent OM, or is OM only actually spent on things that affect stats like power ups? 3. How does using Site NPCs work? If someone were to get in trouble on Coruscant, would they be brought to Judge Dredd, and then you'd have to OOC reserve Judge Dredd for a while?

Open does mean that the thread welcomes you to write in it! Though I'm my opinion it is good to pm or check with them first, open is like a welcome sign on the door^^ you should still knock before entering but they're looking for a partner (or just more people) to write with! Hope I helped with #1!

I can't answer 3 because I've been gone for a while, but 2 shouldn't have changed in my time away. OM costs are handwaved for minor things, so long as you're not doing anything stupid and/or game-y with it. Summoning food to feed yourself, and a couple other people, is well within your handwaviness limit, as is a little one-room shelter. Clothes are definitely fine as long as you're not making more than a couple changes of outfit, but disguises are a power. OM is typically only actually "expended" to purchase items or powerups, or if you end up paying it to someone else for something like a bounty.

It looks like #1 & 2 were answered pretty well (here's the section of the rules that talks about summoning though if you're still curious: )
In regards to #3 it depends on how you want to deal with it. In general if you are in using an NPC for your own story than you need to OOC request the use of the NPC. The example you listed there with Judge Dredd is something of a special case just because its a law-keeping situation. If your character is causing enough trouble in Coruscant that Dredd himself needs to get involved than most likely the Story guide will be controlling him for the encounter (just to make sure things are fair) however if you specifically wanted your character brought before Dredd as part of your intended storyline, you could OOC request him and explain your plan, then a staff member could approve it and you could write with Dredd.

Was the Dataverse created by Primes and Secondaries creating technology and developing it, or was it created by Omni like all the other verses, and the devices were invented simply to access it?

The "base" Dataverse was likely created by Omni, but as it says in the description, "The Dataverse is as varied as it is vast, and contains many areas created by programmers and programs alike." So, basically, all of these Primes and Secondaries started making mods/expansion packs for Omni's Dataverse after it first appeared, I'd say. New to the Omniverse?
