When it comes to moves you need the Range Proficiency to strike targets further away than 3 meters. Does this include "Cloud/Sephiroth"-style "melee" moves where the range is because of absurdly sized weapons? Would the Area Attack Proficiency be required for similar reasons?
I assume that "Sword Beam"-style attacks count as laser/ki beam attacks?

You need ranged proficiency for any weapon that can hit someone further than 12ft away. So an oversized sword would need ranged prof as well as physical attack (the old Cell got a move like this a while back). You don't need area attack though, unless your sword is wider than 5ft (formerly 3ft - before the area attack change).
For the second question, I don't quite follow what you mean.

Safe to assume primes can summon pretty big normal things, just naturally, right?
Like if I wanted to summon a bathroom... or a two story house... could potentially do so? For fodder purposes?

As per the rules, summoning your own house is restricted to "four walls and a roof". Basically a shack. So the latter is a no, unless you buy a Base. The former? Sure. You can summon a bathroom, a tank, or a ship. They'll take a long time to summon though.

Jeff is correct when summoning your own house, however you can have your character find something larger, for fodder. Trixie stayed in an apartment on Tier 3 when I first started that had an armory, security room, full sized bathroom, a master bedroom, full kitchen and living room with dining area. It was a Specials Forces safe house from that plot thread at the time.

So when all the stat buffing items say can't stack with itself this doesn't apply to potentially buying all of them and using them for a post or whatever?

Stat items do not stack with themselves, but they do stack with other stat items. So you could combo a soldier pill and power pill to get +2 to all stats for one round, and +1 to all stats for the rest of the fight.

We've had this asked before, it's in the FAQ, and it boils down to basically: If you're standing there popping pills and injecting yourself in a fight you're going to punched. In the face. Really fucking hard, by your opponent. (Assuming you wanted to take a whole bunch of them)
Otherwise, yeah. Dane is correct.

If I wrote that Sasuke knew about the dragonballs, like he had encountered them from before he was transported to the Omniverse, would this be allowed? I'm seeing characters know about other canons(extensively) from their own. Is this cool? Could I say that I fought some random saiyans in my previous canon, so I now know about them?

If it fits your canon, I don't see why not? But isn't your Sasuke's backstory limited to the source material? Are you planning to rewrite it?

I'm talking about your character having knowledge of other canons prior to coming to the Omni. I thought it wasn't allowed, but I am seeing cross-canon backstories, people having info on other canons prior to coming to Omni. Like if Sasuke knew about the Dragonballs or the X-men prior to coming to the Omni. Is this allowed or nah?

I think this is a no. Or at least, it should be a no. Is there any reason you can't just say he learned about them in his early days in the Omniverse?

Nah, I just saw someone having previous knowledge of my own canon prior to coming to the Omni. I checked to see if they were a Naruto OC and they weren't, so I wanted to ask here before I talked to them about it. I don't care to make them retcon, just want to inform them so they avoid it in the future, ya know?

Sasuke is bringing this up not because he wants to do it himself, but because Tyson has done this with the Uchiha clan from Naruto.
That said, Tyson hasn't actually mentioned any specific named characters from the anime/manga, so far as I am aware... so I personally don't see the problem.
Also, as they are written now (letter of the law, rather than spirit of the law, so to speak), this is not against the Rules.
