Zenith: Shapeshifting not necessary to look different during Fusion.

Odd question: Zenith is just a blob. Come to find out recently, he needs Shapeshifting or Malleability to really be a squishy blob. My question is, does Zenith need Shapeshifting to say that its Fused form looks different depending on each secondary? Or that it's fused form with a secondary is not just a blob? Or does Fusion allow it to appear different during said fusion?

If you fuse with a humanoid, you can be a humanoid. You only need one of those if you're going to battle in your un-fused state and want to do things like melt away (disassemble) like a liquid or to mold yourself around (shapeshifting malleability).

So how would one go about editing an already approved secondary?

Edit a secondary at your own digression. Anything Prime may need approval, but secondaries are pretty free reign as long as they are yours.

Sure is. Might not be the best idea unless they're allied anyway, but it's plenty possible.

Revan: No. They're his personal guard. They won't leave his palace/tower/what-have-you.

Marcus: NPC Factions DO. PC Factions need to be submitted to the appropriate Faction leader(s).

Would it be okay to use, for example, Cowboy Rick as an NPC, under the "Joe Schmo the Super Sayan" clause?

As a Secondary it'd be fine. Unfortunately, in this context it falls under the "Similar Character" clause instead of the general NPC portion. IE: We can have a Dark Link and a Link because they're different characters. But we couldn't have a Toon Link and a Link, because they're basically the same dude.
