I should say that this system, while always optional, is almost completely redundant now with the rules now explicitly requiring you to PM a person you're attempting to track down, and with the extended leniency on responding to fight challenges etcetera. People still have the right to challenge high-profile characters (such as those who've just committed a crime) or attack bases without giving an advance warning. However, all players are still given at least a week to RESPOND, and up to ten days from the initial challenge to prepare for a fight.
I feel that's pretty fair to both competitive players and non-competitive ones.
