Sorry but no dice. It's a power-up, plain and simple. You're paying for it with health and downsides instead of SP, but that doesn't change what's what.
I figured that might be the case. I know Strazio has a similar Move in his Roster. If I were to rework this to operate closer to his "Overcharge" Move, would that be workable? Or should I give up?

When his SP is at 0, he can choose to take 5 points of Damage to fuel a single Tier 1 Super Move. The "trade health for SP" thing has been discussed, but for now we're keeping health and SP firmly separate. Trying to keep the game part of the RPG very simple.

Yeah, thinking this over I think this should be a Tier 1 Super Utility. No damage regen, of course.
Another one I figured might be the case. I know Guu has something similar, but she doesn't remove Injuries in her's, only moves them around her body. T1: SU is fine by me!
