I'm iffy on allowing you to take any conceivable element as 'fodder'. You'll have to delineate exactly which elements can be used, I'm afraid. I think I'm gonna get a second opinion on whether this should be allowed even with dilineation, because fire and ice seem pretty different to me.

Balance-wise: Charge seems fine. Homing doesn't. It adds both homing AND doubles the speed of the attack (which is essentially fuckin' MULTIPLICATIVE) for five seconds. That's too much. If anything, it should add another downside like slowing the projectile. You also need to specify how well it tracks an opponent. Give another crack at it and I'll tell you what I think.

Explosive should likewise specify that it dilutes the power of the attack somewhat. Obviously in both these cases, you're adding in the five seconds as a downside, which is great, but I'm worried again that this is going to be used in 'multiplicative' ways with the chargeup effect.

Your Super Attack seems a bit powerful for a T1, given the power of the attack it's based on. Four chargeup applications? Potentially times sixteen? ... I'd tone it down a bit.
