When in doubt, make it a Move. That is the short answer to this question. Anything that can give a character an advantage in competitive play needs to either fall under a proficiency, a power or a Move. Sometimes all three. I can think of several situations where it could be. Underwater fights for example when other characters have no means of 'breathing' themselves. Considering an entire Verse we have is basically made up of water....yeah water breathing at least needs a Move. I perhaps worded my reply poorly or something, so I took out my immediate approval. Basically, you need a Move if it gives you an advantage.
I'll see if Omni thinks breathing under water needs the Survival Power....as it does mention surviving in zero oxygen environments and all.
In your case specifically, it sounds like no breathing would require Survival to be balanced. You can certainly roleplay that she doesn't have to breathe, but in a competitive situation if you get sucked out into a vacuum with zero oxygen, you'd still die because Omniverse. I know that may sound harsh, but let me put it from my point of view: just look at all the OM I had to spend to get Sarah's abilities that she was born with. Even now I still don't have them at full strength because of the whole Omniverse balancing aspect. It's the same concept just a different example of it really.
Oh, and you most likely read something like it here About the World. It talks about balancing and all that, and mentions how some things may work differently in the Omniverse.
