NPC Secondary approvals for Isabelle

So, yeah, the rules outright state that any secondaries that are pre-existing must be approved by staff, but I don't see people swarming to the NPC One Stop Shop to approve every case of this... so yeah. Putting them here.

Otherwise, the only way to encounter her regular is randomly having her in your town. C-lister

Dunno if either will be an accidental summon or they are just going to be in the Omniverse...
Anyways, I think that's 5 points out of 6?

Not sure if i'm doing this right, I'm a relic from a bygone era where these rules were a lot looser.
