I feel like this should be obvious to me, but when you say this, do you mean that the water only goes about as deep as four feet, or that the water level is, at minimum, four feet?
You'd be correct, it should be pretty obvious. "Up to" means "as far as" or "indicating a maximum amount". So it'd be about four feet at the high end.
