I imagine on Tier 4, going on the subway is probably like doing so in a seedy area of Chicago. They'd probably be 'owned' by gangs at Tier 5, and Tier 6's has probably long ceased to function. Tier 7 I basically just consider the sewer from Taris in KOTOR, lol.
