Yea, it's possible. People can certainly partner up or group together for the sake of interaction with one another. They could even attempt to force a solitary prime to battle with them.
However, unlike DA15, primes here can be like "nope, I'm running," and honestly, if 4 people are trying to jump 1 person, I'm probably going to give the escape edge to the one person under most situations. That'd be the 'unofficial' way that I'm likely to deal with any people who feel compelled to try and mob other people, because that's just not what this event is designed for.
As for the squads themselves, any group runs a risk of having to duel one another, since they would all have to return to a bunker at the end of the cycle. That'd be the 'official' way that groups are impeded.
