Is it allowed for a character to copy another character's appearance for a long term, through an Alt Form (or Shapeshifting) if that other character is present in the Omniverse, even if they are not of the same canon? (e.g. if I as Amaterasu purchased an Alt form that makes me look like Cell)

And is it possible for a character to permanently change their base appearance radically? (e.g. if Amaterasu turned from a human to a wolf)
