You mean this part, no? "[...] on anyone you can see or sense with Enhanced Senses."
It means "Anyone you can see (with your eyes) or sense using your Enhanced senses." Not "Anyone you can see with your enhanced senses, or sense with them." ES is not a prerequisite, but if you have it it would make Insight more powerful because you might sense someone without directly seeing them Tongue
