GYO/KO ('Focus'/'Temper')
Gyo is the name for when a nen user concentrates a larger than normal portion of their aura into a specific body part or parts. It enhances the strength of that body part for melee attacking and blocking purposes, but leaves the rest of the body weaker and more vulnerable. Ko is the extreme version of this ability where the entirety of one's aura is focused into a single body part.
If Meruem's aura is evenly distributed throughout his body, it takes about 1 second to focus 20% of his aura into a single body part, such as a fist or his tail. This increases the strength (ATK/DEF) of that body part by x2 but weakens the rest of his body to 9/10. It takes another second to focus 30%, increasing the strength of that body part by x3 but weakening the rest of his body to 8/10. This continues all the way up to 100%, taking 10 seconds, effectively making that body part 10x as strong at the cost of leaving the rest of his body at 0/10 strength. Focusing one's aura to this extreme is extremely risky; taking a hit to another body part would essentially be like being hit with 0 DEF.
The time it takes to focus his aura increases if he is trying to move, attack or block at the same time; up to double the times given above. He also can't do anything technical while trying to focus his aura, including most moves, as trying to do two at once would be simply impossible.
Returning his aura to a state of even distribution takes about half as long as it does to focus it. Meruem can maintain Gyo/Ko for as long as he wants but it does take a constant low level of focus to do so. Should he lose his focus for any reason, the aura will slowly shift back to its natural state of even distribution.
Meruem's control over his aura is absolute. For example, he can focus 50% of his aura into one fist and 50% into the other if he wishes. Doing this from a state of even distribution would take about the same time as focusing 100% aura into a single body part.
Some new things. Gyo is relevant to the latter, so I quoted it.
Thrown Objects (Physical Strength, Ranged Proficiency) (300)
Meruem has never needed fancy abilities due to his sheer strength and innate skill. While another warrior might use a gun or a bow and arrow, if Meruem needs a ranged projectile he'll just pick up a small object like a stone and throw it with such strength and precision as to become equal to a bullet. This can be combined with Shu (below) to turn objects like playing cards into deadly projectiles.
Shu ('Enfold') (600) (Buff Proficiency)
Shu refers to the process of imbuing your aura into physical objects in order to strengthen them. This can make ordinary objects such as a stick as strong as steel. Meruem can extend his aura into held objects, raising their strength and durability up to that of his own body. The further he stretches his aura, the lower the ATK/DEF becomes, proportionate to the size of the object he's trying to strengthen. For a small object such as a stick, this would be minimal, perhaps 9/10 of his normal ATK/DEF, and take only a second. But trying to strengthen something equal in size to his own body would leave him with half his normal ATK/DEF, and the object in question would only be half as strong too. It would also take five seconds, just though he were using Gyo to focus half of his energy into a single body part.
This ability also works in concert with Gyo/Ko, allowing Meruem to focus larger quantities of aura into an object as though it were any other body part and increasing its strength/durability by up to 10x (the caveat of larger objects reducing his overall power still applies). All the rules of Gyo apply to this.
Meruem often uses this to strengthen ordinary objects like pebbles or playing cards before throwing them, to make them deadly projectiles.
Meruem needs to be in contact with an object to use Shu on it, and if it leaves his possession (for example, if he throws it), it will gradually return to normal strength (1-10 seconds depending on how much aura was put into it), and his own weakened aura will replenish itself at a rate of 1/10 per second.

I shoulda known you would bring the world of hunter X hunter here one-day Omni-man.
First of all, this a complete no go unless you can fully determine what "aura" equates to, and that's what is going to be holding up this moveset. Now, in your example, it represents Attack/Defense, however, cutting it up into tenths might not exactly be measurable, after all, it would get sticky with multiple users of this moveset with different stats going against each other. 4/10 of 2 attack vs 8/10s of 3 def and this tenth versus that tenth and so on, and doubling strength is rather intensive, as we are now throwing stats off balance. With simplifying this we can make it more viable in the omniverse. (Oh and btw, I have actually thought most of this through before, I actually almost joined as Kurapika, who is actually on of the people i draw demetri's chains from, no spoiler's on what future moves i have planned, hehehe)
Now, one method you can incorporate something similar to how Nen users have a well of nen that they draw upon, becoming larger as they become stronger. The best way we explore that in the omniverse is with stamina. How much does a move wear out the character? First, we will have the Nen act as stamina, with the use of it draining more and more from the user. The more focused and concise, the bigger the drain. So let's address Gyo and Ko now.
Gyo/Ko(Physical Strength, Homing, Area Defense?)(900, var size, variable strength)
Meruem focuses his Nen and strengthens it in one spot, ranging from a limb to a single point on his body. The strength of this bond scales with its size from as if wearing thicker skin to almost feeling as if you've just strapped on some power armor, and is increased further by more focus from the user's mind. Large areas require more time and effort to strengthen, while smaller ones are easier. Blocking a bullet with intense focus on the ENTIRITY OF THE CHEST feel like the wind being knocked out of you like you fell on your ass, but blocking a bullet with a quick and skillfully placed quarter-sized aura might only feel like a small rush of adrenaline, leaving you winded only for a moment. Blocking weak attacks wont feel as draining, like shielding a shoulder from a few kicks and more like expertly deflecting a blow with a shield. In addition, while in this state, the other areas of your body become weaker to attacks, losing vitality with greater strengths. Not having the skill or speed to adjust to block an attack without using too much aura risks being hit and it hurting more than it should.

In essence, I believe this is close to what it should be, except that again, instead of tenth's, implement a system like above, with the sizes more realtive to the user.
Most forms of nen can be expressed with the powers of the omniverse, and I think using a system where each varies in size and strength, each application you make for the move adds a base 900 to the move.
