The Multi-Weapon Construct Apparatus MK I is based loosely off of Dataverse designs of the Sinestro Corps Ring. While it does manipulate hard-light energy it doesn't do so channeling the power of the Emotional Spectrum. The constructs it makes are limited to hand held things, and currently, only a few defaults have been installed as capabilities of the device. This also has his communicator and mobile data verse device integrated into it. Unlike his devices, this is one that Warren has built for himself. These moves can be used while he is moving, and if he has a hand free they can be used with other moves so long as the move doesn't conflict. 

The first construct is an elegant purple and black Calvary sword that has golden trim. This sword can be used for melee combat and is a simple construct with no special properties, and is an ordinary sword. This takes two seconds to summon. This is a foot and a half long. 
 

The second construct granted by the Multi-Weapon Construct Apparatus is a set of hooked swords. These can be used defensively to parry attacks that are directed by crossing them together. They can also be used to travel along zip lines, but their primary use is to cut an enemy down to size. Despite being constructs they are ordinary blades with no special properties. This takes five seconds to summon both. These are about two and a half feet long. 

The third form of the Multi-Weapon Construct Apparatus's construct is an assault rifle with 30 shots. Each shot is the size of a tennis ball. The rifle takes him seven seconds to summon and appears to be your standard purple/black/silver assault rifle, albeit transparent. This is the standard weight, length and height of an assault rifle as well as weight.  This takes him seven seconds to summon. It has a clip of about 30 shots. Two shots can be fired per second. Takes three seconds to reload ten shots.  Alternately by dismissing this and thus being unable to use it for about eight seconds it can be completely reloaded. 

The fourth of the constructs is a circular shield, but with wicked blades on the edges of the shield. This can be used offensively by being hurled at an enemy to cut them up or by being used as a 'chainsaw' when a button inside it is pushed to cut down multiple enemies with the blades on the shield. The downside is that the shield is like a boomerang, and so the move could come back to bite him once he pushes the button, and throws it. The shield has the dimensions of a circular disc shield, like that used by Captain America, with 6 inch 'blades' sticking out of the outer part of the disc shield. 

The shield is about 2.5 feet in diameter. There is another tactic that could be employed with the shield, pushing the button without throwing it when one is surrounded by multiple opponents. 


The fifth and final form of the Multi-Weapon Construct Apparatus's constructs is a simple gun. Well if you call a gun that fires missiles, bullets and lasers at an opponent at a rate of seven shots per second from each simple. This is very accurate and does high damage. Due to the nature of this Multi-Weapon Construct, it cannot be used with other moves. In addition immediately afterward Warren is locked out of all energy beam or gun type moves that he has at his disposal for 15 seconds and he is locked out of Multi Weapon Construct Moves as well. The charge time of this move is about 20 seconds at maximum allowing it to do a high amount of damage. Once the move has been fired at full charge the move disappears. This appears to be a standard pistol.

I thought that you had submitted Sinestro's Ring to the regular Move approvals already. Does there seem to be a problem with it?

I don't know if a "damage over time" Super Attack is okay, but there's no rule saying it isn't. You might be better off asking a Quick Question first. In the meantime:

-"Rapidly"? Be a bit more specific. How long does it take for Somerled to set up the move, and can he move/use other moves during that time?
-While I realize that stormclouds don't appear out of the blue, 60 seconds before the storm even starts, then 10 minutes of hailstorm sounds a bit excessive. Keep in mind that not all battles take that long: some may be over in a minute or two. If that's okay with you, it's all good though.
-Baseball sized hailstones sounds like brutally big projectiles (baseballs are about as big as a tennis ball, right?). I'm not sure if it would be too powerful. Maybe say that the hailstones are "baseball-sized or smaller"? Or "golfball sized on average"? Something implying that smaller pebbles can also fall, and are intermixed with the bigger ones.
-Is Somerled affected by his own move? I imagine not, but you should probably make a note of such - if he produces a steel umbrella, a magic shield or is simply never hit by any hailstones for some reason.
