T2 Super Attack: Hailstorm (Area Attack, Ranged, Ranged Materialize) (800): Somerled begins to bend the weather to his whim, rapidly forcing all the conditions necessary for a hailstorm to manifest. For 60 seconds, dark clouds swiftly gather overhead, and those who are particularly in tune with the weather can feel the air stir and give off the telltale signs of a coming storm. The newly formed clouds then unleash a torrent of wind, rain, and baseball-sized hailstones, which bombard everyone who happens to be within 100 meters of Somerled. Rather than a quick burst of pain, these hailstones deal a constant, small amount of damage throughout a long period of time, accumulating injuries on those caught in the storm over the course of ten minutes. Once the hail has passed, the storm ceases to be a hailstorm and lives on as a simple rainstorm, lasting for as long as rainstorms do and no longer having an effect on the battle. Like all of Somerled’s storm spells, this can’t be used if his view of the sky is blocked, such as in a building or cave.

Oop, didn't see that.
I don't know if a "damage over time" Super Attack is okay, but there's no rule saying it isn't. You might be better off asking a Quick Question first. In the meantime:
-"Rapidly"? Be a bit more specific. How long does it take for Somerled to set up the move, and can he move/use other moves during that time?
-While I realize that stormclouds don't appear out of the blue, 60 seconds before the storm even starts, then 10 minutes of hailstorm sounds a bit excessive. Keep in mind that not all battles take that long: some may be over in a minute or two. If that's okay with you, it's all good though.
-Baseball sized hailstones sounds like brutally big projectiles (baseballs are about as big as a tennis ball, right?). I'm not sure if it would be too powerful. Maybe say that the hailstones are "baseball-sized or smaller"? Or "golfball sized on average"? Something implying that smaller pebbles can also fall, and are intermixed with the bigger ones.
-Is Somerled affected by his own move? I imagine not, but you should probably make a note of such - if he produces a steel umbrella, a magic shield or is simply never hit by any hailstones for some reason.
Actually did ask that question. Got about the same answer, hence why I'm here seeing if such a thing can be done. Most of Somerled's storm attacks feel like they're in an odd spot, lasting as long as they do :froggonk:
"Rapidly" being 60 seconds for the storm to fully form. Trying to keep the balance between keeping the moves usable while at the same time not conjuring a tornado out of even thinner air. Maybe having it last like 3ish minutes with a 30 second charge time would be better? And yeah, I'm aware that some fights will be shorter than that, such is life.
Averaging around golfball size is good. Switching it to that.
And he is not affected. Hailstones strangely seem to just fall through him.
