Hum the way you wrote it I can't tell which duration is which. Maybe lead one with "This affects the opponent for ...." and the other "This affects the blade for ..." I'll assume the former duration is for the blades, and the latter for the victim?
The writing is a little wonky so I'm going to condense it a bit for you to make it more readable for folks checking out the move on your roster.
If you wanna rewrite that a bit or put it in your own words, go ahead. I mentioned that he is stationary while charging up (previously unspecified), and put some caveats for stronger opponents (based on Breasal's TEC vs the opponent's DEF). If you wanna just go ahead and use the description I wrote, approved at 600. Either way I'll get to work on your roster.

Breasal can infuse his blades with his virus, which takes about 3 seconds of uninterrupted concentration when standing still. This lasts for either about two minutes normally, or 20 seconds in direct sunlight or high temperature (130 F or above, fodder effect only). It's visible by the blades taking on a red colour and a purple glow. When he cuts the opponent with virus-infused blades, the blood from that wound loses its ability to clot for up to five minutes, or 2 in direct sunlight or high temperature.
