Whenever I'm having inconsisency issues (The website is displaying something that I know it shouldn't be) I usually try a few hard refreshes as my first troubleshooting technique. To perform one, the keyboard shortcut is CTRL+F5. The difference between this and a regular refresh is that it tells your browser to load everything from scratch, instead of relying on its cache. That's about it from me though. I've never heard of something like this before.
