Sure. I'm going to say that the summoning time is fairly negligible to the move's power here, since it can then be kept out for an unlimited time so, if you want to resubmit that with a quicker summon I don't mind (or if you want to keep it a more-powerful-than-average melee weapon you could add more downsides).
