Kopaka passed his icy gaze over the collected Primes once. Just once. That was all he needed to confirm that none of them were the sort of person he would naturally get along with. This was nothing unusual, but in this instance it was actually liable to impeded his progress. The Toa of Ice also somewhat smugly noted that all of these zealous, erstwhile leaders seemed to be interested in pursuing Nebula sites in the more temperate verses. Perhaps the best way to isolate Primes capable of working with him would be to take a similar, if more blatant approach. The Toa waited for a lull in the murmuring voices before increasing the volume of his vocalizer to a loud, sharp buzz.

"I am Kopaka. Toa of Ice. I embody the spirit of Winter and the natural forces of the blizzard. For this reason, I will direct my attention to the Nebula site in the Frozen Fields. Those of you who are capable of weathering such climes may accompany me..."

Kopaka shot a glance at some of the other volunteers in the room, especially those who had made themselves out to be of great, informed importance.

"...those who prefer to stay cozy should invest their energy elsewhere."

Perhaps it was a pompous, chiding gesture, but it Kopaka honestly didn't care. The sort of people who might be offput by such bluster were the kind of Primes the Toa didn't need to deal with right now. The room was silent for a few moments, save for a few choice scoffs. Without further ceremony, Kopaka stormed out of the lobby in a gale of frigid air. He grabbed one of the shackle-like Liberator Aids on the way out and stared at it distastefully in the low light of artificial night. He was just as suspicious of the device as any of the other assembled Primes, but there was no other choice. With a synthesized snarl, Kopaka clapped the cuff over his metallic forearm, where it sealed into place with a pressurized squeak.

The Toa would wait five minutes. Anyone who couldn't make up their mind in that amount of time didn't have the tactical wherewithal to work competently.
