The 'random' rule is in place to make sure people don't use teleporters to just wind up where they want to be without having to travel. It also ensures people can't use a base teleporter to just magically appear to save their buddies or something. So generally it's an anti-dues ex machina clause. It'll send you to a random, nondescript location.
