I'd say if it was a "renewable" quest, they probably could do it. Like a Void Quest, or Faction Quest. Something that is a one-time quest, like a Star Piece, I'd say no. Simply because that's taking away something a PC could do.

Course, if it's already been answered, disregard. It's just my opinion.
