The bounty is based on your level at the time of committing the offense/committing a new offense. If you did something else to warrant a bounty, it would just add further offenses to your bounty listing, and probably get you more attention from stronger hunters, possibly even from NPC bounty hunters if you make yourself a big enough nuisance.
