Switching: Steven to Usopp

I got a question of my own. I'm almost certain it's come up before, but I can't seem to find it.

I have not written as Steven. At least no more than getting his Bio done. Should I desire to switch from him, would I take the character switch penalty again? Or since I hadn't actually played as him yet, would the character switch penalty I already incurred be enough?

I'm fairly certain that the switch penalty (the OM loss was what you meant, right?) applies every time you swap regardless of if you wrote the character or not. I'm pretty certain that this was asked before myself, but the search isn't turning up any results. Might be that it got lost when we did the migration to the new site.

Actually, it seems to me that you wouldn't need to take the penalty again. I mean, plenty of people have started a switch app, gone at least part of the way through with it, and then changed their minds at the last second. I see no reason for you to be penalized for that, as Steven doesn't technically exist in the Omniverse if you haven't written as him...
