For vehicles such as hand gliders they are still slowing your descent, I would say get flight (just to cover yourself) before doing anything like that.
Riding on someone else while they fly, I'm gonna say sure (as long as they have an appropriate strength). But it's going to be doubly taxing on them, you'd get about half as far and you'd be much slower.
as for floating vehicles before they count as flying vehicles, I'm going to use my best judgement and say anything that is consistently higher than 3 feet would classify as a flying vehicle.
You could justify a grappling hook as how you RP super jumping, so it's limited to the height of super jump. If you want to be able to grapple people with it, it's going to need a move.
