At SPD 10 as the power description suggests you can instantly dodge any and all physical attacks. So a person with no energy moves can't touch someone with SPD 10 and phasing. Even with Super Moves.
Throw foresight on this phaser for good measure so that they always intuitively know what attack is coming and what kind of attack it is so that they can dodge without needing to read the enemy.
