Thinking about getting Utsuho a "ran out of nuclear fuel" form.
I vaguely recall this being discussed somewhere before but can't find it.

If it's a form where your stats are the same or weaker as your regular form (as in a weakened form not having 1 SPD, where your regular form has 0 SPD) it would be fluff that doesn't cost anything. Limiting your ability to use moves, powers etc. is also fluff, so long as your move doesn't get stronger from it.
