Anyone joining after Round 1 would lose out on the possible quality points they'd be getting for that particular round. So if the max were 30 points (10 per round in this example), the maximum you'd be able to get when joining in Round 2 is 20. While you can still win with that number, it's harder to beat out everyone else in the process. This is mainly to eliminate the advantage of the freshly rested late-comers stepping into a room of injured/tired people.
