Eobard runs around the opponent for 30 seconds, before throwing a red lightning bolt - the same color as the trail he leaves behind when he runs - at them. The bolt reaches a maximum range of 30 meters or if it hits the wall, whichever comes first. It moves as fast as a bullet, giving the opponent little time to avoid it. It does moderate damage. Repeat uses will be increasingly draining on the Reverse-Flash.

So, if I am understanding this correctly, the 30 seconds of circling Eobard's opponent is the charge/preparation time for this lightning bolt. Can this process be interrupted by an attack? Also, what is the target area of the bolt?

30 seconds also seems like a very long time, but you can keep it that way if you want.
