Oh, just a slight hunch I have, when I had watched city-states fall to infighting and factionalism before sometimes groups would decide that cutting ties with the dying city was better for them. Forge a new path , new beginnings and all that. But this is not a good area for colonial expeditions as we know, bandits , cannibals and murderous primes. The thing to remember is that peasants are a simple folk who dream big, these dreams can be manipulated to get them to go against their own best interests. It is our duty to dash the ambitions of anyone manipulating our simple folk even if it means restricting some of their freedoms. If you do find anyone trying to escape be sure to try and get them back alive, I assume the jail still works as intended? You are free to interrogate a few but be sure to leave a few for me, after all, I like to do my own "interviews". Good luck with running the city , the vacation is very entertaining, met a pretty girl, beat a few things to death, going to hunt a werewolf. I should make it back soon but for now here is a gift to remember me by.

The next picture is that of a rather harshly mutilated corpse clearly not long dead , the gore from where its head had been smashed into a nearby wall still staining the architecture. This one captioned "Such Artistic design."
The last picture is of Victor now holding the body up , its skull visible and cracked under the blood and gray matter Victor smiling devilishly and holding up a peace sign with the hand around the corpse's neck. The legs angled just right to show that the tendons on the legs had been cut, likely by Victor's daggers. This one pictured "smile for the camera"
