Maybe change the charge time to two seconds? It seems pretty useful and 2 seconds is still a pretty quick charge time.

It takes about two seconds for Okuu to charge this move, that can be done either in the air or on the ground, and during which she can make small, basic movements like ducking or a short side-step, anything larger will break her concentration. Since she must draw energy unprepared for this attack, it quickly exhausts her if used more than once.

Would this work, or should I just remove the ability to move completely?
